The position provides administrative and professional work in the development and implementation of market strategies to support the retention, expansion, and recruitment of passenger and cargo Air Services to Spokane International Airport. Work is performed under the general direction of the Director of Marketing and Public Affairs, however the position requires the application of considerable independent judgement and initiative in carrying out assignments to a successful conclusion. Work is evaluated through review of results attained.
Examples of Duties / Knowledge & Skills
- Researches, develops, and implements strategies and plans for the retention, expansion, and recruitment of passenger and cargo Air Service.
- Conducts statistical analysis and market research to identify and develop strategies to increase service quantity and quality on existing nonstop and one stop domestic and international routes. Performs similar work focused on the objective of expanding the number of nonstop markets served by existing air carriers in the markets as well as pursuit of Air Service opportunities with new entrants air carriers.
- Monitors existing Air Service and develops strategies for improving performance in cooperation with the airline.
- Monitors of seats, scheduled flights, and air fare changes that could positively or adversely impact performance.
- Studies air routing plans and operations at other airports serving target markets. Maintains relationships with other Air Service staff at airports located in existing or target markets.
- Works collaboratively with Air Service consultants to achieve Air Service objectives.
- Makes recommendations on the implementation of Air Service Development policy.
- Collects, analyzes, and distributes airport statistical information.
- Communicates routinely and maintains relationships with representative of the airlines, freight forwarders, Chambers of Commerce, destination marketing organizations, travel agencies, industry trade groups, and community/business entities to recruit, support, and promote Air Service Development.
- Develops and delivers presentations to a wide range of audiences. Assists with responses to media or outside agencies. Serves on airport/aviation industry committees with the consent of the Director of Marketing & Public Affairs.
- Provides Air Service updates to the Airport staff and Airport Board as directed.
- Collects and maintains economic and employment information from the Spokane-Coeur d'Alene combined statistical area.
- Performs other duties as assigned.
Minimum qualifications & Requirements
Minimum Education and Experience Requirements:
- Bachelor's degree from an accredited college or university with a major in business management, marketing, or related field; and
- Three (3) years of professional practical experience associated with the airline, airport, travel/tourism, hospitality, or economic development industry, preferably with data analysis and/or sales and marketing experience within these industries.
- A combination of education and experience that provides the knowledge, skills, and ability to perform the duties of this position will be considered.
Required Knowledge, Skills, and Ability:
- Demonstrated experience and proficiency with aviation databases (e.g., T-100, schedule, O&D) and demographic data.
- Knowledge and understanding of the Airport's existing and targeted passenger carriers and knowledge of the markets they serve and targeted destinations.
- Knowledge of principles and practices of aviation market research and trade analysis.
- Knowledge of the various airline industry models (such as network carrier, ultra-low-cost carrier, travel company, charter operator, etc.) as needed to gain a competitive advantage and provide a comprehensive data architecture for both airline passenger and air freight services.
- Knowledge of the impact of change between the airline industry models and Air Service Development at airports.
- Knowledge of Federal air carrier incentive regulations as needed to comply with industry mandates/regulations.
- Knowledge of Federal grant programs for Air Service Development as needed to comply with grant provisions to help secure funding for airport projects and programs.
- Skilled in the operation of a standard computer including demonstrated competence with Microsoft Office applications necessary to prepare reports, correspondence and promotional material.
- Ability to establish and maintain community/business outreach initiatives to support commercial passenger and cargo business development.
- Ability to prepare clear, concise correspondence and written reports from market research data using formal business terminology and proper grammar and sentence construction.
- Ability to communicate clearly and effectively, both orally and in writing.
- Ability to exercise good judgment and make decisions in order to ensure that priorities are maintained and projects are completed accurately and on time.
- Ability to establish and maintain effective working relationships in the performance of duties and to work as a team.

Physical Requirements:
- Requires the ability to lift, carry, push, and pull objects up to 30 pounds.
- Job functions require sitting and standing for extended periods; walking intermittently; and also involve stooping, kneeling, bending, lifting, carrying, and reaching occasionally.
- Extensive wrist and hand movements are required for frequent keyboarding and use of office equipment.
- Ability to perform close work to read and use computer required.
- Ability to continuously exchange information through listening and talking with customers, coworkers, representatives of community organizations, and other individuals required.
- Ability to be mobile community-wide for appropriate business needs required.
Security Requirements:
- Must be able to obtain and maintain an Airport security badge as a condition of employment.
- Must have a current, valid driver's license free of serious or frequent traffic violations.

Working Conditions, Travel Environment, and Potential Hazards:
- Most work is performed in an office environment with limited exposure to dust, fumes, and noise. Extensive travel is required.
Spokane Airport provides a generous benefit package. Currently, we cover employee at 100% and dependents at 90% of the premium cost. We offer four plan choices for medical coverage (includes vision) through Kaiser Permanente. The Airport contributes to a Health Savings Account (HSA) for high deductible plans and a Health Reimbursement Account (HRA) for the other plans. Dental coverage is through MetLife. Additionally, the Airport provides life insurance at two times the annual salary. Optional life insurance is also available. Short term and long term disability is also provided by the Airport. Retirement is through the Washington State Department of Retirement System - PERS Plan. The Airport provides an employee assistance program through BHO. Parking is provided.
The Airport recognizes 11 holidays. Vacation is earned at eight (8) hours a month for the first five (5) years and increases every five (5) years. Sick leave accrues at eight (8) hours a month. The Airport also provides military and jury leave.
