Spherion, in partnership with the State of Wisconsin Department of Health Services (DHS), is looking for an Aging and Disability Resource Center (ADRC) Outreach Project Coordinator for the Division of Public Health, Bureau of Aging and Disability Resources, Office for Resource Center Development (ORCD). The ADRC Outreach Project Coordinator will coordinate activities to support modernized ADRC marketing and outreach. Duties include contracting marketing research and design work from a third-party vendor and issuing grants to local partner agencies to support the implementation of new marketing and outreach tools and strategies. The project is funded by DHS through the American Rescue Plan Act (ARPA).
The purpose of the project is to enhance outreach efforts to Wisconsin residents regarding the services that are available through aging and disability resource centers (ADRCs). The incumbent will assist with administrative duties related to contract administration and grant management and will coordinate with state staff, network partners, and community stakeholders to accomplish the goals of the project. Partner agencies with whom this position will collaborate include Area Agencies on Aging, Aging and Disability Resource Centers, county Aging Units, Disability Rights Wisconsin, and the Great Lakes Inter-Tribal Council.

Responsibilities:
- Oversee the contract with a marketing firm to research strategies for increasing public awareness of ADRCs and develop outreach materials. Meet regularly with the contractor to ensure that the products created by the vendor meet DHS needs regarding the use of data to inform targeted outreach efforts, health equity tools and frameworks to inform resource creation, materials for online outreach, and best practices for reaching rural and isolated individuals who have limited access to technology
- Coordinate subgrants to local ADRCs to support marketing and outreach campaign activities statewide. This includes conducting a process for soliciting grant applications from local agencies, distributing grants to local agencies, and conducting meetings with grantees to review progress and goals
- Manage administrative activities including collecting data from contractors and sub-grantees, providing verbal and written updates to DHS leads via meetings, developing budgets and managing awards to sub-grantees, monitoring sub-grantees and overall grant spending, providing grant program updates, and analyzing data
Qualifications:
- Bachelor's degree required
- A valid driver's license if needed for travel
- Considerable knowledge and skill in grant management procedures and techniques
- Thorough knowledge and skill in methods of working effectively with others across organizational boundaries, within teams, and among colleagues
- Considerable skill in providing consultation and technical assistance to local governments and tribes regarding the use of funding, etc.
- Considerable interpersonal skills to appropriately motivate, influence, and persuade, to forge cooperative working relationships, to provide leadership in problem-solving, and to help diverse organizations and groups develop strategies for accomplishing goals
- Considerable skill in verbal communication to individuals and groups to provide program, technical assistance, and reporting information and guidance
- Knowledge of communication strategies to promote health equity
- Knowledge of the administrative regulations, directives, policies, and guidelines that govern aging and disability programs and the administration of federal funds
- Knowledge of the Wisconsin human service delivery system for older adults and adults with disabilities including the roles and relationships among state agencies, county government agencies, and community service providers
- Experience with data collection and reporting
