Position Title: Administrative Manager

DUTIES/RESPONSIBILITIES
The Western States Information Network (WSIN) is one of six Regional Information Sharing Systems (RISS) centers funded by Congress through the U.S. Department of Justice, Office of Justice Programs. The Administrative Manager will be responsible for the Administrative Unit and reports directly to the Deputy Director. Employment is at-will and serves at the discretion of the Executive Director of WSIN.
The Administrative Manager is responsible for overseeing and administering the Administrative Unit within WSIN Headquarters and within WSIN’s five state region of Alaska, California, Hawaii, Oregon, and Washington in support of all WSIN goals and objectives, and support of the Regional Information Sharing Systems (RISS) Program. The Admin Manager is responsible for ensuring direct supervision and management of staff assigned to the Administrative Unit, to include Program Analysts for Personnel and Budgets, Business Service Analysts, and Office Technician positions. The Administrative Unit handles all necessary administrative functions in support of WSIN, to include grant management, payroll, facilities, hiring, policy and procedures, forms, purchasing, inventory, travel reimbursement, and records retention. This position performs at a high level and handles complex duties involving most, if not all administrative functions within WSIN.
DESIRABLE QUALIFICATIONS
Knowledge of the intricacies of federal grants, demonstrating a comprehensive understanding of compliance requirements and effective utilization of grant funds. Knowledgeable about applicable laws and regulations governing employment practices, ensuring adherence to legal standards. Proficient in financial aspects including budgeting, resource allocation, and reporting. A minimum of two years of supervisory experience in a governmental position, with a preference for candidates who have experience within a law enforcement agency. Ability to provide feedback to staff through written performance appraisals and constructive conversations to provide recognition of effective performance and identify aspects of performance needing further development. Ability to prioritize and work well under pressure; must be detail oriented; must be reliable and have an excellent attendance record; and good computer skills. Must be able to establish and maintain effective working relationships with others and possess excellent communication skills, both orally and in writing.
WORKING CONDITIONS
§ Work is performed in an open-office environment with noise from ringing phones, foot traffic, printers, and other office equipment and conversations.
§ This position will have frequent interruptions and requires multi-tasking abilities and attention to detail.
§ Must be able to communicate, ask, understand, and answer questions effectively; elicit helpful information; and use independent judgment.
§ Must be able to learn and successfully operate various computer applications related to WSIN duties.
§ Must be willing to travel occasionally as needed, including by air.
§ Must be willing to drive, possess and maintain a valid driver’s license and valid vehicle insurance.
§ Must maintain punctual and regular attendance.
§ Ability to sit, bend, kneel and lift 40 pounds; ability to work at a computer workstation and type for extended periods of time, in addition to operating a phone.
§ Must successfully pass a peace officer-level background investigation prior to employment (including credit check, DMV verification, criminal history, fingerprints, etc.).
MINIMUM QUALIFICATIONS
To be considered for the position, all applicants must meet the following requirements:
1) U.S. Citizenship
2) High school diploma or equivalent
3) Three years of relevant experience in administrative-related duties as descried in the Duties/Responsibilities section; and,
4) College/higher education equivalent to 120 semester units or 180 quarter units, preferably in an administrative-related field of study, or closely related field. Additional verifiable qualifying experience may be substituted for the required higher education on a year-for-year basis.
Verification of citizenship, diploma, and/or college credits may be required prior to interview.
SALARY
Annual salary range $114,332 -$148,636, dependent on experience; plus a 17% monthly benefit allowance. The benefit allowance may be taken as cash in lieu of benefits. Reimbursement will be provided for any work-related travel.
Employment will be at-will and based on the availability of funding. This salary represents a ten-step salary range based on time in class, and available funding. This position is paid semi-monthly on the 5th and 20th of each month.
