Description
The Department of Emergency Management is seeking qualified candidates for the position of Administrative Assistant I - Limited Term.
The mission of the Department of Emergency Management (DEM) is to advance community resilience through a proactive and comprehensive approach to Emergency Management, involving the whole community in every phase of disaster preparedness, mitigation, response, and recovery.
DEM coordinates countywide preparedness, response, and protection services and activities for large-scale incidents and disasters. DEM is responsible for:
  • Alerting, notifying, and coordinating with appropriate agencies within the county's 20 cities and unincorporated county areas when disaster strikes coordinating all agencies that respond.
  • Ensuring resources are available and mobilized in times of disaster.
  • Developing plans and procedures in response to and recovery from disasters.
  • Developing and providing preparedness materials for the residents of San Mateo County.

The DEM staff maintains and operates a 17,500 square-foot Regional Operations Center which serves as the Emergency Operations Center, a centralized location to facilitate a coordinated response during a major emergency or disaster. DEM is funded through a Joint Powers Agreement (JPA) between twenty cities and the County of San Mateo. The JPA is governed by an Emergency Services Council (ESC), which consists of one representative of each city and a member of the San Mateo County Board of Supervisors. The ESC approves budgets and provides strategic direction for the department.
The Administrative Assistant will provide crucial support to maintain continuity during the reorganization period. The individual selected for the position will be asked to adapt to the evolving needs of the organization, ensuring that daily operations run seamlessly as the new strategic changes are implemented.
It is anticipated an increased workload and unexpected challenges and opportunities will arise from the restructuring process. The Administrative Assistant role is being added to the organization to handle routine tasks and administrative functions, while also responding promptly to the emerging needs, helping the organization navigate through the transitional phase more effectively. This will allow existing staff to focus on their core responsibilities.
It is also anticipated the incoming director will have an extensive agenda in leading the reorganization efforts. The Administrative Assistant will provide valuable support by managing administrative tasks, organizing schedules, and handling logistics, allowing the director to focus on strategic decision-making and leadership responsibilities.
Key areas of focus for the Administrative Assistant will include, but are not limited to:
  • Office Policies and Procedures: The Administrative Assistant will be instrumental in developing, reviewing, and refining office procedures and policies. This will be particularly crucial in enhancing the department's efficiency and effectiveness.
  • Purchasing and Procurement: The Administrative Assistant role includes managing the procurement process for essential office supplies and specialized Emergency Management contracts and equipment.
  • Analytical Responsibilities with an Emergency Management Perspective: Since DEM is a new department, a key aspect of the Administrative Assistant's role will be conducting thorough analytical studies of departmental operations. This encompasses areas such as cost analysis, expenditure control, program funding, and organizational structure analysis. Included will be a review of the functions that the DEM should be performing. The Administrative Assistant will reach out to other counties to understand how they are set up and learn their best practices.
  • Project Management: The Administrative Assistant will also provide support to office personnel in managing various critical projects with county-wide impact.

This is aLimited Term position. Limited Term positions are full-time, fully benefited, temporary positions. Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).
This current position is funded for a minimum of two years and could extended for up to three years depending on the department's needs. As the reorganization progresses, the department will evaluate the need for ongoing administrative support post-reorganization. This flexibility allows DEM to assess whether a permanent administrative role is required, based on the evolving needs and dynamics of the organization.
