Job description


Performs superior professional, administrative and clerical work pertinent to the administration of the department's function to ensure efficient office management. Assists as directed with office workflow and assignments, and with telephone calls and taxpayer issues. May exercise supervision over subordinate personnel. Performs detailed work on taxpayer programs or legal and technical issues.

  • Works as an integral and contributing part of the management team in the Commissioner's office.
  • Supervises, assigns duties to, and evaluates Commissioner of Revenue's general Account Clerk.
  • Attends meetings, takes copious notes and reports to Commissioner or other department personnel as assigned.
  • Keeps Commissioner's monthly calendar of all activities and general department calendar of due dates/deadlines, schedules appointments, and registers Commissioner/Commissioner of Revenue staff for meetings/conferences/classes, etc.
  • Assists with the preparation of various financial or budgetary documents and invoice approval.
  • May prepare or maintain certain records for auditors.
  • Manages certain special taxpayer programs and assist applicants.
  • Provides extensive taxpayer assistance on departmental matters
  • Keeps extensive personnel records.
  • Verifies financial, legal and/or technical information for various divisions of the Commissioner's office as directed.
  • Handles all filing (both electronic and paper) in current order and maintains records of department by standards of the Library of Virginia.
  • Corresponds with other departments, attorneys, administration officials, and employees as directed.
  • Assists with mailings by division or assignment and keeps to standards of the United States Postal Service.
  • Maintains departmental training manual and/or assists other employees with work requirements.
  • Assists the public daily in person or by mail, telephone, email, and/or web submissions.
  • Performs other administrative duties as assigned by the Commissioner or his/her designee.

EDUCATION: Any combination of education and experience equivalent to an associate degree or any comparable work experience performed in a similar professional environment which would provide the required knowledge, skills, and abilities. Junior college preferred with emphasis on management courses or extensive prior experience.


EXPERIENCE: Two (2) years of secretarial, clerical and computer experience performed in a professional work environment.
OTHER KNOWLEDGE, SKILLS AND ABILITIES: Superior knowledge and use of standard office practices and procedures. Possess exceptional organizational skills. Ability to maintain schedules, disperse, monitor, and prioritize workload. Possess strong communication, leadership, and supervisory skills -- i.e., effectively supervising and evaluating the work of subordinate personnel. Ability to work independently with little supervision. Superior knowledge and use of business English, spelling and mathematics. Possess superior computer skills, using various programs (Microsoft Word, Excel, Adobe Acrobat and AS400). Ability to take and transcribe minutes or take dictation, and the ability to compose complex correspondence and other materials independently -- from verbal instruction, marginal notes, or drafts. Ability to follow complex oral and written instruction and the ability to produce, maintain and file complex records and reports. Proficient in the use of standard office equipment, ability to serve as liaison with other departments, agencies, and the general public. Attend meetings, report, and disseminate information from such meetings. Ability to maintain a high level of confidentiality. Ability to establish and maintain professional and effective working relationships with co-workers, agencies, officials, and the general public and possess professional telephone etiquette.

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Requires moderate physical effort working almost exclusively with lightweight materials (up to 25 pounds) including but not limited to walking, talking, stooping, sitting (for extended periods), kneeling, bending, reaching, and gripping. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels, and visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Office work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g., business office, light traffic).


ENVIRONMENTAL CONDITIONS: Heated and air-conditioned office. The employee is not subject to adverse environmental conditions.
