DEFINITION
Perform activities associated with various aspects of the City's current planning program such as processing land use permits and applications, maintaining and creating maps and other planning related graphical information, informing the public of planning regulations and procedures, conducting research and analysis for a variety of planning activities, and depending on the position filled, drafting of code, zoning, and Comprehensive Plan amendments. All positions must work well in group setting, with peers, and with the public, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton's mission and values.
SUPERVISION EXERCISED AND RECEIVED
Works under direct supervision of the Assistant Director of Community Development. The positions do not supervise others.
EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES
Assistant Planner (Planner I):
- Provides customer service (i.e., general information related to zoning and development review processing) to the public, via telephone, front counter and/or internet.
- Acts as a case coordinator on routine land use cases, which includes: consultation with the applicant, posting, publishing, coordination with other departments and service providers.
- Reviews and analyzes applications with respect to the City's regulations, requirements of service providers, and good planning practices.
- Writes staff reports, resolutions and ordinances for land use cases which typically include: background research, a thorough analysis, and staff recommendations.
- Advises citizens, applicants, other department staff and Board and Commission members on zoning and planning regulations, and policies and procedures.
- Prepares and updates graphics and maps.
- Reviews, interprets, and analyzes permits and other administrative applications for compliance with zoning requirements.
- Reviews sites for verification of development completion according to approved plans.
- Assists in the preparation of special reports.
- Conducts background research and/or analysis for short-term, long-term, and special projects as assigned.
- Makes revisions to or creates forms, pamphlets, or checklists to assist the public.
- Attends meetings and makes presentations to appropriate boards or commissions including the Board of Adjustment, Planning Commission and City Council.
- May draft and coordinate agreements with applicants in matters related to annexations and development proposals.
- All of the items under Assistant Planner (I) plus:
- Process and manage advanced land development applications.
- Drafts and processes amendments to the City's Land Use & Development Code and Zoning Map.
- Negotiates and recommends agreements with applicants in matters related to annexations and development proposals.
- May assist with tasks related to Historic Preservation.
- All of the items under Assistant Planner (I) and Associate Planner (II) plus:
- Process and manage the most broad and complex land development applications.
- Assists in the training of junior members of the Planning Division and may assist in the training of other Community Development Department Divisions as necessary.
- May assist in the preparation of amendments to the Comprehensive Plan.
- May assist the Assistant Director in coordinating City planning activities with members of the Development Review Committee and with staff of other departments.
- May assist the Assistant Director in serving as the liaison to the City's Community Services Division (Code Enforcement).
QUALIFICATIONS
Assistant Planner (Planner I):
Knowledge of:
- Basic principles and practices of urban planning, especially as related to site planning and architectural design.
- General building and engineering practices as they relate to planning review.
- Basic legal terminology related to planning.
- Research methods and analysis related to urban growth, development and planning.
- Provide strong customer service.
- Write in a clear and effective manner.
- Make formal and informal presentations in front of the public, and/or boards and commissions.
- Be a decisive and strong communicator with the ability to deal effectively with staff and citizens.
- Learn laws, codes and ordinances related to the fields of planning and zoning.
- Analyze and compile technical and statistical information.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Manage multiple projects simultaneously.
- Work autonomously and with a team when necessary.
- Adapt and respond to changing conditions and demands.
Knowledge of:
- All of the items under Assistant Planner (I) plus:
- Land use issues and modern planning practices (theoretical and practical).
- Colorado Statutes relative to planning as well as other state and federal land use laws, typical development regulations governing zoning, subdivisions, flood-plain management, and infrastructure development.
- Legal terminology and case law related to planning.
- Code development and zoning map amendments.
- Research methods and analysis related to urban growth, development, and planning.
- Microsoft Office Products (Word, Excel, PowerPoint) and Google Workspace (G Suite).
- A working knowledge of Geographical Information Systems (GIS) and/or other planning related applications is desirable.
- All of the items under Assistant Planner (I) plus:
- Analyze deficiencies in codes and maps, and to prepare amendments thereto.
Knowledge of:
- All of the items under Assistant Planner (I) and Associate Planner (II) plus:
- Basic knowledge of oil and gas regulations in Colorado.
- Knowledge of metropolitan districts' uses and abilities in Colorado.
- All of the items under Assistant Planner (I) and Associate Planner (II) plus:
- Act as a professional role model (set example) for junior members of the team.
Assistant Planner (Planner I):
Bachelor's degree from an accredited college or university in Planning or a related field; One (1) year of experience in planning administration, public administration, or a related field, preferably in local government; or requires an equivalent combination of education, training, or work experience that produces the knowledge, skills and abilities to perform the essential duties and responsibilities of the position.
Associate Planner (Planner II):
Bachelor's degree from an accredited college or university in Planning or a related field. Master's degree in city planning or related field preferred. Two (2) years of progressively responsible local government experience in land use, urban planning, and comprehensive planning; or an equivalent combination of education, training, or work experience that produces the knowledge, skills and abilities to perform the essential duties and responsibilities of the position. American Institute of Certified Planners (AICP) certification preferred.
Senior Planner (Planner III):
Bachelor's degree from an accredited college or university in Planning, or a related field with preferred three (3) years of progressively responsible local government experience in land use, urban planning, and comprehensive planning; or an equivalent combination of education, training, or work experience that produces the knowledge, skills and abilities to perform the essential duties and responsibilities of the position. Master's degree in city planning or related field preferred. American Institute of Certified Planners (AICP) certification preferred.
PHYSICAL REQUIREMENTS
Must occasionally lift and/or move up to twenty-five (25) pounds.
SPECIAL REQUIREMENTS
- Possession of a valid Colorado driver's license with a safe driving record.
- Bilingual English/Spanish preferred.
- Ability to complete FEMA IS 100 and IS 700 training within six (6) months of hire.
