TITLE: Exceptional Student Services (ESS) Compliance Coordinator & Outsource Service Coordinator
EMPLOYMENT TERMS: 1.0 FTE/ 10-month
SALARY CLASSIFICATION: Teacher Salary Schedule
GENERAL STATEMENT of RESPONSIBILITIES:
Under general supervision, the ESS Coordinator will be responsible for providing leadership and overseeing the Exceptional Student Services department compliance per District Policy, state, and federal law. This position serves as the case manager for all outsourced special education students. This position supports department staff by the implementation of quality compliance guidelines and works closely with the Director of ESS, BUHSD administration, and other ESS Coordinators.
PRINCIPLE DUTIES:
  • Work closely with ESS staff, both at District and the site level, guidance, and administration.
  • Oversee compliance with regard to district special education documentation to include the IEP, MET, PWN, Manifestation Determination, Addendum, etc.
    • Proof-read all IEPs and other special ed documentation for content and compliance.
    • Maintain a spreadsheet log with pertinent compliance information for each site.
    • Report compliance to director on a monthly basis, or as requested.
  • Work cooperatively with district administration, ESS Director, and ESS Coordinators in the completion of the special education grant process.
  • Serve as liaison with feeder schools to coordinate services/documentation for incoming students.
  • Oversight of Transition Planning, including career interest inventories, AZCIS and IEP input.
  • Assist with training of department staff on software (IEP PRO; Schools PLP), compliance issues, and transition services.
  • Responsible for Post School Outcome Surveys.
  • Serve as Case Manager for our alternative education students who qualify for special education, all outsource students, and voucher students.
  • Provide special education support services for alternative education students.
  • Act as LEA (District Representative) at all outsourced meetings in the absence of the Director.
  • Act as LEA (District Representative) or IEP team member for site level meetings, as needed.
  • Attend all special education meetings for those students involved in potential alternative placement to include IEPs, METs, Manifestation Determinations, etc.
  • Provide professional development and/or lead PLC sessions for teachers and paraprofessionals in the district as requested by the ESS Director.
  • Utilize applicable professional development opportunities.
  • May assist with administration of achievement testing.
  • Support District, school, department, and individual teacher goals.
  • Maintain confidentiality of information regarding students, staff, parents, and school issues.
  • Provide a welcoming atmosphere for students, staff, parents, and the community.
  • Perform responsibilities in an ethical and professional manner.
  • Is available for education-related purposes or activities outside the instructional day as assigned by the administration. The assignments may be during, before, or after the teacher's normal professional workday or on non-school days.
  • Attends site and district workshops, in-services, etc., to maintain proficient technical skills and continued professional growth.
  • Complies with all rules, regulations, and policies of the Governing Board that related to the duties as prescribed.
  • Agrees that during the period of the contract, s/he will perform management duties, or other duties as assigned by the administration or Governing Board.

QUALIFICATIONS:
  • Valid Arizona certificate for department content area.
  • Obtain and maintain a valid Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card (AZ IVP FPCC)
  • Minimum three years of experience in IEP writing; and special education teaching. Five years' experience preferred.
  • An understanding of the factors that impact student success.
  • Must possess ability to use or learn to use Individual Education Plan (IEP) software and Schools PLP software.
  • Training/experience in special education law, IDEA, and FERPA compliance.
  • Master's degree in special education or related field preferred.

OCCUPATIONAL CONDITION:
Low risk - Work is routinely performed in indoor environments, including exposure to noise and being on your feet for extended periods of time. May be required to travel outdoors in inclement conditions to go from building to building for meetings or classes. The employee may be required to move from room to room through corridors heavily congested with people.

EVALUATION PROCEDURE:
The evaluation is done by the ESS Director.
SUPERVISION RECEIVED:
The ESS Coordinator reports directly to the ESS Director.
