Orange County Zoning Division is seeking a qualified candidate to serve in the role of Zoning Development Coordinator I or II. This position performs technical and administrative review of building plans for residential and commercial projects and issues permits consistent with division regulations. This is a technical position with significant responsibility that requires sound judgment and excellent customer service skills.
Work is performed with considerable independence under the supervision of the Chief Planner. Performance is reviewed through observations, reports and results achieved.
Representative Duties
- Examines complex construction drawings (commercial, industrial, residential, additions, alterations, and accessory structures) for compliance with zoning land use codes and regulations and checks for consistency with the Comprehensive Policy Plan. If appropriate, issues zoning approval for zoning and building permits.
- Responsible for interpreting and implementing all facets of CH. 38 (Zoning), CH. 31.5 (Signage), as well as reviewing, applying and enforcing Board of County Commissioners, Planning & Zoning Commission, Board of Zoning Adjustment and Development Review Committee Conditions of Approval. Must also implement unique Planned Development regulations in unincorporated Orange County.
- Provides quality customer service, responds to citizen inquires by phone or in person, conducts code research, Planned Developments and Preliminary Subdivision file research; and, interprets and explains, code provisions for members of the public.
- Coordinates technical requirements with engineers, contractors, builders and property owners. Approves, suggests modifications, and calls for corrections to plans as necessary.
- Determines and issues street addresses using established County Grid Numbering System and assists incorporated areas of the County with addressing needs. Reviews and processes Street Name Petitions for renaming existing streets or the creation of new street names.
- Reviews and issues zoning permits for fences, garage sale permits, temporary signage, collection bins, land use, and other improvements.
- Reviews Business Tax Receipt (BTR) applications to determine location and compliance with zoning codes and consistency with the County's Comprehensive Policy Plan.
- Reviews subdivision and planned development files for preparation of recorded plats and for review in conjunction with commercial plan submittals.
- Reviews plans and documents for all signage and if appropriate, issues zoning approval so that building permits can be obtained.
- Performs other related duties as assigned.
Minimum Qualifications
Zoning Development Coordinator I
High School or equivalent, and two (2) years of customer service experience or an Associate Degree and 1 year of experience.
Permit Technician Certification may substitute for 6 months of experience.
Zoning Development Coordinator II
High School or equivalent, and five (5) years of relevant technical experience, or Associate Degree and three (3) years technical experience or an equivalent combination of education or technical experience.
Permit Technician Certification may substitute 6 months of experience.
Preferences
Prefer relevant technical or administrative customer service experience, and experience involving interpreting and implementing land use regulations, reading and interpreting surveys, site plans, construction plans, etc. or general knowledge of the construction industry.
