This position is grant funded. Therefore, it is solely dependent of availability of grant funds.
Responsible for overseeing the operations of the City of Laredo Health Department Women, Infants and Children (WIC) Program in order to promote and maintain the health and well-being of nutritionally at-risk pregnant, breastfeeding, and postpartum women, infants and children Will oversee the overall administration of budgetary, contractual, and personnel aspects of the WIC Program, and is also in charge of planning, organizing, and coordinating the WIC Program. Will ensure compliance with State and Local policies and standards in the provision of services to program participants. This position will serve as a liaison with the Texas Health and Human Services Commission to ensure compliance and will interact with internal and external partners.
Essential Functions/ Job Competencies/ Physical Requirements
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Supervise WIC Program, oversee the programs services, plan clinic's flow and staff requirements, supervise over 70 staff members.
  • Plans, develops and coordinates services for the WIC program, implementing local, state and federal policies. ensuring all procedures and guidelines are met.
  • Prepares, reviews and verifies all required reports are accurate and sent in a timely manner.
  • Plans, develops, monitors, and administers the annual WIC budget.
  • Works closely with the City of Laredo's accounting department. Ensures the accuracy, completeness and timeliness of the same.
  • Coordinates WIC program with local health department programs, social programs, community groups, hospitals, and physicians. Communicates the needs and accomplishments of the program, investigates complaints and deficiencies pertaining to the WIC program.
  • Plans, develops, coordinates, and provides monthly training sessions and in-services, coordinate activities.
  • Attends meetings, workshops, and conferences at the local, regional
  • state and national levels to keep abreast of new WIC changes and/or regulations.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

Physical Effort Requirements Position will have the following exposures
  • Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.

Minimum Qualifications
Required Education and Experience
  • Bachelor's degree from an accredited* college or university in Public Health, Nutrition, Public Administration, or related field.
  • At least five (5) years of experience in WIC experience or experience in a public health program, which includes three (3) years of supervisory and/or management experience.

*Council of Higher Education Accreditation (C.H.E.A)
Proof of TB Test/Screening will be required to be presented prior to employment.

Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
