Coordinates with senior management to identify and prioritize safety initiatives and programs.

Leads accident/incident investigations. Documents safety violations and makes recommendations to supervisors. Works with management to ensure compliance with safety policies, regulations and practices.

Manages the overall operations and staff of the Travis County Child Safety Program, including direction of supervisory staff. Establishes and manages program goals and objectives, initiatives and budgets.Distinguishing Characteristics:This is a job classification within the Human Resource job family. This classification is responsible for developing, implementing and coordinating health, safety and loss prevention programs and may require a flexible work schedule in order to meet the needs of the department.Duties and Responsibilities* Directs and manages work of subordinate staff, oversees and participates in interviewing, hiring, coaching, counseling, disciplining, and performance appraisal.

Identifies staff development and training needs. Supervises and reviews work of staff, monitoring work for accuracy, providing performance-related feedback and professional development.* Identifies needs, develops, schedules, and conducts safety meetings for all levels of the workforce. Conducts specialized training to promote safety and accident prevention and supervisory safety and observation techniques.

Coordinates with managers and supervisors on education and training relative to safety trends and indicators.* Responds to the scene of all critical accidents/incidents. Investigates by taking photos, preparing sketches and notes, and conducting post-accident/incident interviews. Reviews documentation of accidents/incidents to determine preventability.

Conducts investigations concerning Workers Compensation, providing feedback concerning preventability. Conducts investigations in response to complaints or concerns regarding safety.* Continuously reviews safety policies, writes procedures, and disseminates information to ensure regulatory compliance. Makes recommendations to management on a variety of safety concerns, programs, topics, or enforcement concerns.* Collects, compiles, analyzes, and reports data on injuries, accidents, property loss.

Prepares and presents summary of losses. Monitors lost-time injuries and Workers Compensation claims and develops corrective or preventative actions. Reviews all injury/illness/accident investigation reports and follows up as necessary.

Develops and determines program performance measures.* Manages department-wide budget for Personal Protective Equipment (PPE) and supplies. Analyzes program operations and determines best practices. Purchases and maintains inventory for all program operations.

Provides specialized recommendations to management.* Schedules and conducts loss prevention inspections and evaluation of facilities and playgrounds. Receives and evaluates safety concerns reported by management and employees. Responds to all serious accidents/incidents, conducts investigation, and prepares findings.

Responds to after-hours incidents as necessary.* Other duties and responsibilities as assignedMinimum RequirementsEducation and Experience:Bachelor's degree with major coursework in Occupational Health and Safety, Environmental Sciences, Safety Engineering, or a directly related field and three (3) years of directly related demonstrated experience, including two (2) years of supervisory or management experience.Licenses, Registrations, Certifications, or Special Requirements:Valid Texas Driver's License.Graduate Safety Practitioner (GSP) or Associate Safety Professional (ASP) with ability to acquire Certified Safety Professional.Preferred:Certified Safety and Health OfficialCertified Safety Professional.Certified Industrial Hygienist.Certified Playground Safety Inspector.Professional Truck Driver Instructor.Knowledge, Skills, and Abilities:Knowledge of:* Management principles, practices, and techniques* County policies, procedures and terminology* Federal, State, and Local laws, statutes, and regulations relating to the field.* NHTSA Safe Routes to School and Adult School Crossing Guard guidelines* Playground Safety guidelines and regulations* Child Safety Act* Occupational Health & Safety Administration* Workers Compensation procedures and practices and the Texas Workers Compensation Program and TWCC Field Safety designation* Americans With Disability Act, HIPPA, Department of Transportation drug and alcohol testing requirements* Currently accepted risk management and loss control* Investigative methods, procedures and techniques* Work management and work leadership concepts and skills* Negotiating, interviewing and investigative practices and techniques* Computer equipment, to include word processing, spreadsheets, databases and a variety of software packages* Business letter writing, grammar and punctuation, and report preparationSkill in:* Managing, training, developing, assigning, coaching and evaluating staff* Both verbal and written communication* Time management, planning, and prioritizing* Effective customer service practices* Synthesizing and analyzing complex scientific and regulatory information to reach an appropriate conclusion* Problem solving and conflict resolution* Developing and evaluating policies and standard operating proceduresAbility to:* Plan, schedule, prioritize, direct, implement and monitor the work of staff* Gather, assemble, and correlate information and devise solutions to problems* Present complex information to a variety of audiences in simple non-technical language* Organize and manage multiple tasks, prioritize heavy workloads and meet deadlines* Establish goals and objectives* Interpret, conduct research, analyze and develop programs and policies, practices, and procedures* Facilitate meetings and projects and work effectively with teams* Adapt to a changing work environment* Exercise initiative* Establish and maintain effective working relationships with County employees and officials, representatives of outside agencies, and the general public.Work Environment & Other InformationPhysical requirements include the ability to lift/carry up to 50 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions. Subject to dust, extreme temperatures/weather change, extreme heat, extreme cold, humidity, dangerous machinery, and hazardous chemicals, outside elements, noise, vibration, contact with dust, fumes and hazardous chemicals.Travis County employees play an important role in business continuity.
