GENERAL DESCRIPTION

Performs highly advanced (senior-level) consultative services and technical assistance work providing direction, guidance and leadership to the county probation departments including the juvenile boards, regional associations, Chief Probation Officers and regional post-adjudicated facilities for youth who have been adjudicated delinquent and committed to county operated post adjudicated facilities, or are under the supervision or monitoring of local probation departments. This position is responsible for the oversight of the regionalization plans; for approving plans and protocols related to regionalization, and for monitoring program quality and accountability to the regionalization plans. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

Provides consultation and direction to the regional associations in the development of the regional plans. 

Assists in the process of approving regional plans and protocols.

Monitors the regions for adherence to the developed regional plans; ensures program quality, integrity, and accountability.

Provides training regarding best practices to local probation departments participating in the regionalization plan to ensure state funds are utilized to maximum benefit.

Assists in the development and implementation of research-based programs.

Monitors contracts and established program measures for the regionalization plans.

Analyzes facility, county, and regional data regarding outcome measures and provides feedback to local probation departments, regional associations, TJJD senior management, and executive staff so that this data may be used to improve programs and services, as well as in planning and decision making efforts. 

Provides data-based reports on the performance of specific programs and placements to assist in maximizing the impact of the state funds and the Regionalization plans, and to assist in the implementation of best practices approaches.

Develops policies, procedures, manuals, and standards in accordance with program objectives and goals.

May review guidelines, procedures, rules, and regulations and establish priorities, standards, and measurement tools for determining progress in meeting goals.

May interact with juvenile judges, district attorneys, probation departments, and other state agencies.

May review and approve budgets.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures.

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.

Regularly attends work in a predictable manner, as scheduled and on an as-needed basis, in accordance with agency attendance and leave policies.

MINIMUM QUALIFICATIONS

Bachelor's degree. Seven years of full-time wage earning experience that may be a combination of the following: experience with youth or adults in a residential, treatment or correctional setting, or in a probation or parole program. Two of the seven years' experience must be working with youth. Three years of the required experience must be in a supervisory/management position that oversees, manages, or directs a program or operation involving the type of work described above or in a senior-level position involving the performance of such work with a high level of responsibility and limited or minimal supervision. 

Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience.

Preferred:

Bachelor's degree in criminal justice, social sciences, business administration, public administration, or a related field.

Note:  All degree(s), semester hours, diploma(s), or GED required to meet minimum qualifications must be obtained from an accredited educational institution. Experience requirements may be satisfied by the prorated part-time equivalent.

KNOWLEDGE, SKILLS, & ABILITIES

  1. Knowledge of local, state, and federal laws and regulations governing probation, juvenile boards, and similar entities involved in the rehabilitation of youth who have been adjudicated delinquent and committed to county-operated post adjudication facilities, or are under the supervision or monitoring of local probation departments.
  2. Knowledge of treatment programs and best practices for juvenile offenders.
  3. Knowledge of research and evidence-based programs and curricula.
  4. Knowledge of program development and implementation.
  5. Knowledge of program monitoring and fidelity of implementation.
  6. Knowledge of juvenile probation departments and facility administration including both pre- and post-adjudication facility standards.
  7. Ability to communicate effectively and explain policies and procedures to staff and the public, through both written and verbal expression.
  8. Ability to work collaboratively with all stakeholders, work as part of a multidisciplinary team, and to maintain a professional, courteous demeanor.
  9. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  10. Skill to analyze data and write reports.
  11. Skill to interpret and apply rules, regulations, policies, and procedures.
  12. Skill to review technical data and create technical and management reports and/or direct the preparation of technical and management reports.
  13. Ability to manage business functions, division, or department activities.
  14. Ability to establish goals and objectives and devise solutions to administrative problems.
  15. Ability to process information logically, make decisions, and to demonstrate the soundness of those decisions.
  16. Ability to prioritize and manage multiple tasks; plan, organize, and coordinate work assignments; and meet deadlines.
  17. Ability to recognize when decisions need to be made, process information logically, make decisions, and demonstrate the soundness of those decisions.
  18. Ability to travel.
  19. Ability to work in excess of 40 hours per week.
