Job description

Position Purpose

The Engineering Program Administrator provides overall management for the planning, budgeting, scheduling, design, engineering, and construction of Public Works projects and other capital intensive projects to meet future service demands and regulatory requirements. 

Essential Functions

Supervise engineers in managing the design of paving, drainage, and water and wastewater mains for street improvement and reconstruction for capital bond projects

2 Review and approve expenditures related to design fees, supplemental agreements and change orders

3 Review consultant's design plans for compliance with City of Dallas standards before advertisement for bids.

4 Monitor projects status to ensure they are going to council for design and construction awards as scheduled

5 Ensure team members are managing their assigned projects and maintaining their schedule as needed

6 Assist engineers with resolving design and construction issues as they arise on their projects

7 Represent the department at public/stakeholder's meeting and provide project updates to council and citizens as needed

8 Participate as a committee member to improve current department's design standard and prepare design advisories instructing staff on proper techniques or processes as needed

9 Manages activities of staff and daily operations of the Public Works Engineering activities; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of others all subordinate levels.

10 Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities,
and standards for achieving goals and directs evaluation activities; oversees the preparation of management and productivity reports and studies; oversees all projects and schedules, reviews budgets, and maintains project management software for City Manager review.

11 Inspects, evaluates, and reviews work completed by staff and other employees for quality and specification adherence; provides training to new employees and conducts evaluations and performance reviews; manages time cards and other personnel logistics; assists and supports the hiring process for employees and maintenance workers.

12 Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase productivity; oversees the preparation of and evaluates, implements, and administers the department budget; oversees the planning, development, coordination, and operation of special projects or facilities.

13 Negotiates consultant proposals and reviews contract packages and specifications; provides direction and insight to project managers administering design and construction contracts.

14 Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally.

15 Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and
committees; testifies at hearings, trials, and legislative meetings as appropriate.

16 Performs any and all other work as required or assigned.

Minimum Qualifications

EXPERIENCE: 

  • Seven (7) years of experience in engineering or infrastructure project management and/or operations (e.g., roadways, Public Works, public utilities, etc.)
AND
  • Three (3) years of supervisory/project management experience.  (This experience may be included in the required experience listed above.)
 
EQUIVALENCIES: 
  • A master's degree or higher in an engineering, architecture, science or business field plus five (5) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
 
LICENSES: 
  • Current Professional Engineer license. (Professional Engineers with license/registration from other states must obtain the Texas license within six (6) months after appointment.) 
  • Valid driver's license with good driving record.

Public Works-Engineering Services I, II and III: Bachelor's degree in Civil Engineering is preferred. Position is responsible for the overall management of the Streets and Transportation Proposition Program including: delivering and implementing bond program projects; the planning, design, and construction management of street, alley, sidewalk, and bridge repair; and most economic development related infrastructure projects. Duties include: managing bond program data and report preparation; participating in project cost estimations; updating the City's Needs Inventory; assisting with the planning of future bond programs; and serving as the departmental liaison to task force and committee assignments.
 
Public Works-Interagency Coordination: Bachelor's degree in Civil Engineering and at least three (3) years of the minimum seven (7) years’ experience must include developing and implementing capital projects  with external agencies (Texas Department of Transportation [TXDOT], North Central Texas Council of Governments [NCTCOG], North Texas Transit Authority [NTTA], Dallas Area Rapid Transit [DART], Dallas County, Collin County, Denton County and/or neighboring cities) preferred.

3 Knowledge of project scheduling and forecasting for construction projects.

4 Ability to apply codes, regulations and advanced engineering principles to design and review of engineering plans for construction projects.

5 Ability to effectively communicate both orally and in writing and negotiate with technical staff, consultants, contractors, governmental agencies and citizens.

6 Ability to write highly technical and non-technical reports.

7 Ability to establish and maintain an effective working relationship with all levels of management, vendors, other government agencies, other employees and the general public.

8 Extensive knowledge of project management, scheduling, administration, and implementation.

9 Personnel management and operation efficiency.

10 Knowledge of Public Works infrastructure and construction.

11 Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and
the principles and practices of public administration and management.

12 Ability to manage unit/program activities through the supervision of subordinate supervisors

13 Ability to establish and obtain operating long-range goals and objectives for unit.

14 Supervising staff and making work delegations and assignments

15 Inspecting work and determining quality and general standards.

16 Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility.

17 Ability to develop and evaluate administrative polices and procedures.

18 Ability to develop and implement budget, perform cost analysis, and expense tracking.

19 Establishing and maintaining strong relationships.


The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications. 

For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed.  A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
