- Manages assigned Traffic Operations Division projects such as the development and review of coordination and optimization plans and intersection traffic control to maximize roadway safety and efficiency.
- Provides oversight and review of existing traffic control devices including signs, signals, and pavement markings for proper installation, maintenance, and operation.
- Oversees and reviews comprehensive traffic engineering studies and investigations to target traffic issues and safety concerns so that they may be identified, evaluated, and appropriately addressed.
- Responsible for gathering statistical data, tools, and methodology for identifying proven safety countermeasures based on crash data, performance measures, and traffic engineering research. This includes but is not limited to performing and evaluating safety related and traffic-engineering studies for intersection control evaluation (ICE), traffic volumes, speeds, crashes, all way stop control (AWSC) and traffic signal warrants.
- Directs and coordinates a full range of consultant and in-house services necessary for the construction, design, permitting, contract specifications, acquisition of all necessary property, management, contract bid/award, and budget tracking of assigned Transportation/Traffic Operations, related Capital Improvement Projects, Special Assessment District's (SADs) and Community Development Districts (CDDs), including but not limited to roadways, bridges, intersections, multiuse paths, sidewalks, and trails.
- Provides technical and administrative support and guidance for the implementation of new projects through the review of engineering evaluations, reports, development related traffic studies, standards, and project correspondence.
- Responsible for the development, review, and updating of Traffic Operations Division standardized specifications, policies, and procedures.
- Responsible for participating in a City-wide team that manages, operates, and maintains a City Fiber Optic system and associated programs.
- Responsible for the management and contract administration for consulting engineering contracts which entails preparing progress reports, attending meetings, tracking of consultant's progress, review of plans and specifications including maintenance of traffic (MOT), review of invoices and/or pay requests, and coordination and review of construction activities.
- Responsible for overseeing and coordinating the work of subordinate and/or technical staff engaged in construction, operation, and maintenance of Traffic Operations projects.
- Provides public relations for project development by participating in public information meetings, homeowner's association meetings, and through daily contact with citizens.
- Prepares for and presents to various boards including the City Council.
- Prepares written correspondence in response to citizen and 1PSL service requests regarding traffic operations and safety.
- Provides review and input as required for Transportation Systems Management and Operations (TSMO) as well as transportation planning.
- Coordinates work with municipalities and the FDOT; reviews, implements, and manages Inter-local, Joint Participation, and Local Agency Program (LAP) Agreements.
- Recommends and reviews grant applications as needed.
- Manages federal and state funds received by the division for traffic signal and street lighting operation and maintenance.
- Develops and maintains communications with the public, contractors, and government agencies.
- Responds to questions and level of service requests; provides information and explanations regarding City Traffic Operations projects; and resolves disputes and conflicts as required.
- Provides engineering evaluation and technical reviews of design, permitting, cost estimates, construction management, and similar services for various Public Works projects.
- As necessary, provides Construction Engineering and Inspection (CEI) oversight on City Traffic Operations projects with assistance from in-house inspection staff, contractors, or consultants.
- Assists with the preparation and distribution of various weekly and bi-weekly reports to the City Manager's Office and the City's Capital Improvement Program (CIP) tracking software and map.
- May participate as a member of the Public Works Leadership Team and coordinates various projects and programs.
- Responsible for the technical oversight of assigned CIP projects related to mobility, safety, and traffic operations including, but not limited to, procuring design and construction services, managing consultants and contractors, mitigating cost and time overruns in both design and construction phases, and reviews and approves change orders and schedules.
- Assists in the preparation of agenda items, change orders, amendments, budget requests, and work orders.
- May be required to work hours other than standard day shift to attend City related and/or community information as well as project specific public meetings.
- Works during emergency situations as required.

Graduation from an accredited college or university with a Bachelor's Degree (B.S.) in Civil or Transportation Engineering required. Minimum of two (2) years of progressively responsible experience in infrastructure design, project management, construction, or related field, preferably with a public agency, and a minimum of one (1) year managing or supervising employees required. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
CERTIFICATES, LICENSES, REGISTRATIONS
- Registration as a Professional Engineer in Florida required or required to be obtained within one (1) year from date of hire.
- Possession of a valid Florida driver's license and maintenance of clean driving record required.
- Advanced Temporary Traffic Control (f/k/a Maintenance of Traffic) Certification or ability to obtain within one (1) year required.
- Certification as Roadway Safety Professional Levels 1 & 2 Infrastructure preferred.
KNOWLEDGE, SKILLS, & ABILITIES
- General knowledge of and ability to apply principles of engineering, planning, and design to construction of public roadways, sidewalks, traffic signals, trails, and parks.
- Working knowledge of principles of budget preparation and monitoring.
- Working knowledge of regulatory agency permitting and requirements, (FDOT, Florida Department of Environmental Protection (FDEP), South Florida Water Management District (SFWMD), Army Corps of Engineers (ACOE), etc.)
- Knowledge of construction and capital improvements to infrastructure.
- Knowledge of professional survey and mapping industry standards.
- Knowledge of bidding and contracting procedures.
- Knowledge of Florida ecosystems and natural resources.
- Knowledge of the City's Code of Ordinances.
- Knowledge of Safe Systems Approach and Target/Vision Zero Safety initiatives.
- Familiarity with FDOT standards and specifications, Design Manual, and Traffic Engineering Manual
- Skill in public speaking.
- Skill in the use of job-related mathematics, computerized drafting equipment, and drafting instruments.
- Ability to prepare written technical reports, estimates, critical path management, construction, and cost reports within time constraints.
- Ability to present project ideas and proposals graphically, orally, and in writing to staff, City Council, other governmental agencies, and the public.
- Ability to read and interpret construction design prints; prepare material take-offs and as-built drawings, observe, and analyze construction methods; know and enforce construction standards and specifications; prepare field sketches and cost estimates; keep appropriate records.
