Job Responsibilities
The South Carolina Judicial Branch (SCJB), Office of Fiscal Services, Budget and Accounting Operations is seeking a skilled accounting professional to serve in the role of Accountant/Fiscal Analyst.
The Accountant/Fiscal Analyst is responsible for accounts receivable financial responsibilities along with performing and/or coordinating complex professional duties in the creation and maintenance of SC Judicial Branch Grants, Improvement Projects, and other fiscal analysis and reporting.
ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION
This job bulletin represents general duties for this position and is not intended to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Receives accounts receivable checks, money orders, cash, and wire transfers for the Division of Fiscal Services. Performs accounts receivable duties by invoicing various entities. Verifies all information is complete, accurate, and properly documented. Process receivable documents in SCEIS, clears outstanding receivables when payment is received, and research aged balances.
  • Performs goods receipt posting in SCEIS for POs generated by Fiscal Services. Ensures goods are received or services rendered before posting goods receipt in system. Notifies procurement office of any issues. Communicates completed goods receipts with accounts payable office
  • Administers Branch's state, local, and federal grants by performing complex, specialized grant accounting functions to include involvement with contractual issues, grant regulations, grant reporting requirements, and coordination with project managers and granting agencies. Clarifies and resolves technical issues and problems with grants, and guides Branch staff on grant regulations and use of grant funding. Review grant expenditures to ensure compliance with state and federal requirements; obtain required programmatic approval and provide proper coding to accounts payable section.
  • Prepares accurate and timely federal and state reports to include the SEFA, Grant/Contribution Revenues reporting package, Federal Financial Report, and other assigned and ad-hoc reports. Prepare and submit federal draw requests.
  • Analyzes various financial reports such as the trial balance and general ledger monthly by reviewing account postings and cost assignments to ensure postings are applicable, accurate and proper controls are followed. Creates necessary journal entries for any accounting adjustments.
  • Performs revenue reconciliations monthly, to include E-filing Technology Fees. Researches/documents discrepancies, and notifies budget manager of findings. Prepares various routine accounts receivable reports to be distributed to executive management. Prepares Receivable Reporting Packages.
  • Maintains SCJB Capital Improvement Projects and General Service projects with the SC Department of Administration (SCDOA) by providing funding assignments and other financial related information. Reconcile internal project reports with reports provided from SCDOA. Prepare routine project analysis reports for Executive Management to include funding, payments, balances, and status of projects. Properly account for project closures.
  • Maintains grant files and related records to ensure compliance with reporting and archive requirements. Serves as liaison with state and federal agencies regarding matters involving grant status, funding, reporting requirements, and audits. Identify potential sources of federal, state, and local funds to support the objectives of the Branch. Work with divisions to gather necessary financial information for grant proposals and applications. Oversee the preparation and timely submission of grant applications, application amendments, and budget transfers.
  • Performs other related duties as assigned.

Minimum and Additional Requirements
MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
  • A bachelor's degree or higher in accounting or business administration, which includes at least fifteen (15) semester hours of accounting-related courses; or
  • An associate's degree in accounting and seven (7) years of professional work experience.
  • At least (3) years of professional work experience with federal grants and regulations.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Knowledge of:
  • Grant regulations, policies and guidelines;
  • Pertinent laws and program funding policies;
  • Government accounting and budgeting practices.
Skilled in:
  • Microsoft Office Applications;
  • Advanced skills using Microsoft Excel.
Ability to:
  • Analyze, evaluate and summarize financial records for accuracy and conformance to procedures, rules and regulations;
  • Coordinate diverse administrative and business management functions. Ability to effectively research and resolve problems;
  • Communicate effectively, both orally and written;
  • Establish and maintain effective relationships with grant recipients and with local, state and federal agencies;
  • Maintain effective working relationships with judicial staff and the public.

Preferred Qualifications
DESIRABLE REQUIREMENTS (EDUCATION AND EXPERIENCE)
  • Seven (7) years of professional work experience in federal grant regulations, forecasting, and financial reporting.
