TITLE: Transportation Coordinator-Special Education
LOCATION: Transportation
REPORTS TO: Director of Transportation
DEPARTMENT: Transportation
Hours/Work Times
10 Hours Per Day with rotating hours (5:30 a.m. - 4:30 p.m. or 6:30 a.m. - 5:30 p.m.)
Monday, Tuesday, Thursday, Friday
260 days Per Year: July-June
This position will remain open until a qualified applicant is selected. The earliest date a recommendation for hire may be submitted is after 05/16/2023.

SUMMARY STATEMENT:
This Transportation Coordinator will prepare Special Education bus routes and will supervise driver application to routes and schedules. This position will coordinate the efficient utilization of drivers and buses as well as coordinate with administrators and other school officials.
ESSENTIAL FUNCTIONS:
  1. Communicate effectively with staff and the general public in person, by telephone, via e-mail, and in writing.
  2. Answer and direct incoming calls and/or respond to inquiries from the staff and the general public.
  3. Operate the two-way radio for communication with bus drivers.
  4. Call substitute drivers and maintain dispatch guidelines for assigning routes.
  5. Construct route packs for all Special Education routes.
  6. Update changes in Special Education bus routes and bus stops as required.
  7. Update and make changes in all department books, route books, maps, and the student database as needed.
  8. Assist in supervising bidding procedures.
  9. Keep the Director of Transportation informed of pertinent information.
  10. Document and report to the Director of Transportation findings regarding transportation service complaints.
  11. Supervise and assist drivers in the performance of their duties.
  12. Assist in daily input, maintenance, and editing of routing software program.
  13. Update changes in general education bus routes and bus stops as required.
  14. Supervise and document driver performance and report concerns to the Director of Transportation.
  15. Assist in driver evaluations.
  16. Assist in preparing the State Report for Transportation.
  17. Attend student IEP meetings as needed.

OTHER RESPONSIBILITIES:
  1. May be required to drive bus on occasion.
  2. Support dispatch in all facets as needed.
  3. Perform other related duties as assigned.

TOOLS AND EQUIPMENT NECESSARY:
Computer/Laptop, telephone, two-way radio, satellite phone, calculator, copy machine, FAX machine, and all other tools and equipment necessary to perform the essential functions as listed above.
MINIMUM QUALIFICATIONS:
  1. Must possess a valid Washington State Class B Commercial Driver's License (CDL) with a passenger endorsement.
  2. Must possess a Washington State School Bus Driver's authorization.
  3. Must possess a valid First Aid/CPR card.
  4. Must possess sufficient command of the English language in order to communicate effectively with students, parents, staff, and the public.
  5. Demonstrated ability to read and interpret road maps and street guides.
  6. Demonstrated ability to write legibly and keep accurate records.
  7. Demonstrated honesty, integrity, and the ability to maintain confidentiality in handling safety sensitive matters.
  8. Demonstrated ability to establish and maintain positive relationships with others as part of a team.
  9. Must continue to meet School Bus Driver Qualifications per WAC 392-144
  10. Completion of the OSPI-WAPT-CWU Pupil Transportation Management Training Program or ability to enter the program within first year of employment.

SKILLS:
Operating standard office equipment including utilizing pertinent software applications; planning and managing projects; budgeting and financial management towards said projects; and developing effective working relationships.
KNOWLEDGE:
Basic math, including calculations using fractions, percentages, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: state and federal guidelines related to school transportation; personnel processes; pertinent codes, policies, regulations and/or laws; education code; and budget management and accounting.
ABILITY:
Required to schedule a significant number of activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a number of factors when using equipment.
Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of types of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: communicating with parents, school personnel and staff; meeting deadlines and schedules; working as part of a team; flexible to changing conditions; making quick and accurate decisions; dealing with frequent interruptions and changing priorities; and maintaining confidentiality.
