POSITION OVERVIEW:
Traffic Signal Maintenance and Operations Manager assists with the management of Traffic Signal Control and Communication operations, maintenance, and monitoring. This position is responsible for facilitating maintenance projects, construction projects, allocating resources, communicating to all stakeholders, and promoting team cohesion.
Duties and Responsibilities:
Manage the Traffic Signal Maintenance Group including Signal Technicians, Signal Communication Technicians, Signal Communications Team Lead and Signal Maintenance & Operations Team Lead, and On-Call Contractors
Allocate resources as needed to Traffic Signals and communication infrastructure to ensure appropriate operations
Monitor, identify, and mitigate risks as it relates to Traffic Signals and communication infrastructure
Provide mentorship and training to Traffic Signal and communication maintenance staff
Work with contractors and consultants as it relates to the Advanced Transportation Management System and Local Controller Software
Manage asset information as it relates to Traffic Signal and communication infrastructure
Respond to stakeholders' questions and concerns, this includes constituents, Precincts, and executive leadership team
Review designs plans and coordinate with developer engineers and contractors, as it relates to developer projects
Attends and conducts meetings, coordinates on projects and interacts professionally with team members, other business units within Harris County, external agencies, private interests and/or the public.
Performs additional duties as assigned.

Education and Experience:
Bachelor's degree from an accredited college or university
A minimum of five (5) years of verifiable Traffic Signal and communication operation experience
OR
Associates degree from an accredited college or university
A minimum of seven (7) years of verifiable Traffic Signal and communication operation experience
OR
A minimum of seven (7) years or higher experience in Electronic Technician specialty
A minimum of five (5) years verifiable Traffic Signal and communication operation experience.
Knowledge, Skills, and Abilities:
Solid understanding of Traffic Signal and communication operations, Texas Manual on Uniform Traffic Control Devices, and TexITE best practices
Must be proficient in the use of Microsoft Office products on a Window based PC.
Must be highly self-motivated with the ability to successfully multi-task and perform detail-oriented work
Work independently with minimum supervision, demonstrate effective time management skills
Ability to establish and maintain effective working relationships with the staff, other county departments, agencies, or the public.

Education:
Master's Degree in Civil Engineering or an applicable academic discipline or related field of study
Experience:
Over Ten (10+) years of experience with Traffic Signal and communication operation experience
Over 2 years of management experience
Knowledge, Skills, and Abilities:
Thorough knowledge of Traffic Signal design, maintenance, and Operations
Position Type and Typical Hours of Work:
Regular Full-Time, Monday - Friday
Eight (8) hours per day within normal core office hours with additional hours as required
Must be available for on-call assignments 24/7 and early morning, weekend, and holidays, as required.
Responsible for Emergency Response operations to support Harris County in times of disasters in whatever capacity is needed.
