Position Summary:

Under the supervision of Tribal Council, direct and oversee all the financial activities of the Saginaw Chippewa Indian Tribal Government, Soaring Eagle Resort, Saganing Eagles Landing, and Migizi EDC (dotted line reporting) including preparation of financial reports, summaries and forecasts for future business growth, logistical financial planning and safeguarding of tribal assets. Work closely with Tribal Council, Tribal Administration, CEO, the Treasury department and the Economic Development department to develop and implement strategies across the organization.


Essential Duties and Responsibilities:

  • Evaluate and advise on the impact of long range planning, introduction of new programs, strategies and regulatory action; present recommendations to Tribal Council and executive staff.
  • Serve as a true business partner to Tribal Administration, CEO and Senior Management; assess organizational performance against both the annual budget and SCIT long-term strategy.
  • Analyze operational issues impacting functional groups and the whole institution; determine the financial impact.
  • Develop and utilize forward-looking, predictive models, and activity-based financial analyses to provide insight into SCIT operations and business plans.
  • Analyze company operations for efficiency to pinpoint opportunities and areas that need to be reorganized, downsized or eliminated.
  • Work closely with Treasury, Economic Development and Casino Finance departments to study long-range economic trends and projects for future growth in opportunities for acquisitions or expansion into new areas.
  • Provide estimate requirements for capital, land, building and an increase in the work force.
  • Provide leadership for the continuous evaluation of short and long-term strategic financial objectives.
  • Participate in organization`s finance policy development as a member of the senior management team.
  • Represent SCIT and SECR to financial partners, including financial institutions, grant/contract agencies, auditors, public officials, etc.
  • Direct the preparation of all financial reports, forecasting, tax returns and reports for government regulatory agencies for all tribal government programs, tribal enterprises and other tribally owned or operated entities.
  • Coordinate and administer the external audits for all tribal government programs, tribal enterprises and other tribally owned or operated entities.
  • Coordinate the development of budgets and the implementation of budgets to monitor progress and present financial metrics. Prepare short and long-range business assumptions and financial projections on special projects, for the gaming operations.
  • Organize all financial analysis on gaming properties for capital expenditures, casino revenue, labor control and budget forecasting.
  • Oversee accounting departments, all cashiering and credit functions, budget preparations and audit functions. Meet with department heads to keep informed and to offer direction.
  • Review reports to analyze projections against actual figures, budgeted expenses against final totals, and suggests methods of improving the planning process as appropriate.
  • Coordinate financial activities and wire transfers with the Tribal Treasury Department.
  • Serve as ex-officio on Investment Committee, Finance Committee and Compensation Committee.
  • Monitor the SCIT and Soaring Eagle Resort, Saganing Eagle`s Landing, and Migizi EDC (dotted line reporting), compliance with applicable IRS rules and regulations. Develop and maintain appropriate internal controls and financial procedures.
  • Coordinate with, and supervise on a dotted line basis, Migizi EDC Accounting to ensure timely and accurate financial statements to allow for consolidation into the Tribe.
  • Coordinate with the Tribal Treasury Department for the oversight and transfer of bank assets for operational obligations and investment purposes.
  • Oversee cash flow planning and ensure availability of funds as needed.
  • Oversee all finance, cage/vault and count departments providing direction for efficient and effective operations.
  • Oversee the accounting department to ensure proper maintenance of all accounting systems and function; supervise and provide oversight to Tribal Accounting, Purchasing, Accounts Payable, Payroll, and Central Accounting Departments.
  • Supervise purchasing and materials management functions including receiving inventory distribution for Tribal Operations and the Soaring Eagle Casino & Resort, Saganing Eagle`s Landing Casino, and Migizi EDC.
  • Attend monthly Program Directors meeting and communicate process changes, initiatives to staff. Adjust program goals, objectives and business processes to support initiatives of Tribal Council and Tribal Administration.
  • Ensure the professional development of reporting staff. Identify staff for projects of increasing responsibility and create a culture of mentoring and ongoing professional education.
  • Supervise and provide oversight to SECR Accounting, SECR Finance, SECR Inventory Control, and SELC Accounting Departments.
  • Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:

  • Contact with Comptroller and Controllers to provide ad-hoc reporting and analysis of system, auditing interfaces, and reporting to accommodate unique business requirements.
  • Frequent contact with Tribal Council, government, resort and Migizi staff, and Board of Directors to coordinate and prioritize planning to identify their needs and seek full range of business solutions.
  • Analyzes operational issues impacting functional groups and the whole institution and determines financial impacts which may involve contact with vendors, tribal council, government regulatory agencies and associates of the Tribe, Casino and Resort.
  • Contact with manager and supervisors of the departments this position oversees in-order to communicate business operational needs and issues.

 

Knowledge, Skills, and Abilities:

  • Knowledge and understanding of Generally Accepted Accounted Principles (GAAP) and Governmental Accounting Standards.
  • Knowledge of the Office of Management and Budget Circulars.
  • Knowledge of casino operations software and linking data to strategic finance planning.
  • Knowledge of the principles and practices of management and fund accounting, finance, and business administration.
  • Knowledge of the development, preparation, and control of budgets.
  • Knowledge of banking and investment principles and practices.
  • Knowledge of managerial and statistical analysis techniques and reporting procedures.
  • Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, PowerPoint, and PC-based computerized accounting software.
  • Skill in preparing, reviewing, and analyzing operational and financial reports.
  • Skill in providing leadership to, supervising, training, and evaluating staff.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.

Physical Demands:

  • Frequent use of hands, wrists, fingers associated with computer equipment.

Work Environment:

  • Normal office environment.
  • Extended hours and irregular shifts may be required.
  • Travel may be required.

 

 

Minimum Requirements 
  • Bachelor`s degree in Accounting or related field.
  • Ten years in-depth experience in financial management with increasing responsibilities for a multi-faceted role; direction, and planning required.
  • Five years experience as a CFO or Controller/Comptroller, preferably in a government or nonprofit organization.
  • Certified Public Accountant.
  • Significant experience in or knowledge of government, nonprofit accounting, including sophisticated fund and grant accounting, compliance and reporting.
  • Proficient with Microsoft Office and accounting software.
  • Advanced knowledge of computer applications, including computerized accounts payable and purchasing systems.
  • Excellent communication and interpersonal skills.
  • Must be able to obtain and maintain a gaming license to meet the employment eligibility requirements as they pertain to the position.


Desired Qualifications:

  • Five years experience with casino accounting and financial reporting in a Tribal organization.
  • Masters of Business Administration.


License, Certification, or Special Requirements:

  • Certified Public Accountant license.
  • Native American preference shall apply to all positions.
