Job description

PEI Policy Specialist (Program Specialist VI)
Performs highly advanced consulting and technical assistance work for the Prevention and Early Intervention Division of the Department of Family and Protective Services, reporting to the Director of Policy and Prevention Strategies.
Responsible for the successful management and execution of a wide variety of often sensitive and high-profile special projects. Coordinates special projects, conducts highly advanced research, provides program and policy analysis, and acts as liaison to cross-departmental and interagency teams on a variety of assignments.
Oversee and manages PEI internal legislative coordination, including analysis, responses and reports, implementation management and tracking.
Develops ad hoc reports and presentations, generates executive communications and regular reports on major projects, initiatives and grants. Oversees coordination and collaboration on complex materials and reports.
May plan, assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for use of initiative and independent judgement.
May represent the Associate Commissioner or division leadership on agency and HHS enterprise projects.

Essential Job Functions:
EJF 1. (30%)
Provides high-level operational support, team leadership, consultative services, and technical assistance to plan, implement, and monitor special projects across all areas of operations. Provides targeted support, consultation, and technical assistance to program units within the Prevention and Early Intervention Division of DFPS. Works across DFPS and interagency programs to support development of short- and long-term goals and strategic plans related to initiatives, mandates, projects, pilots, grants, and other assignments. Works as agent of PEI Leadership in coordinating reports, providing project support, and ensuring compliance with program, agency, and state requirements in partnership with unit directors, managers, team leads, partner agencies, and external stakeholders. Completes special assignments and participates in stakeholder and other meetings as special project or division representative. Lead and organize internal and external workgroups, facilitate internal planning teams, and project teams for PEI programs. Provides guidance and oversight to PEI staff regarding processes, policies, and procedures. Uses knowledge of programs, state, and federal policies and procedures to lead and/or support the development, planning, and implementation of complex program projects, grants, and assignments. Positively undertakes all other duties as assigned. Identifies new and innovative opportunities to enhance PEI programming and processes. Serves as a positive team player with positive, solution-focused communication and engagement.
EJF 2. (20%)
Legislative Coordination. Oversees and is responsible for monitoring, tracking, and reviewing production of all legislative analyses and executive reports assigned to the office. Responsible for reviewing and coordinating additional review of reports and other formal correspondence and work products. Responsible for monitoring, tracking, and partnering with external stakeholders and other agency staff to create joint reports and analysis. In coordination with DFPS leadership and program teams, prepares bill analysis and cost estimate assignments during state legislative and interim sessions. Maintains accurate files documenting legislative process regarding bills assigned to PEI. Oversees and tracks legislative projects and requirements, Leads coordination of legislative processes and implementation planning. Serves as primary point of contact for advocacy groups, association groups and other policy stakeholder groups. Coordinates and develops executive and legislative reports and communication for program areas within PEI. Coordinate, write, provide direction, develop, and review executive and legislative reports (including Sunset related reports) for program areas within PEI.
EJF 3. (15%)
Provides leadership, facilitation, and project management of critical engagement events, including the Prevention Framework Workgroup, the annual Partners in Prevention conference, and other opportunities for stakeholder feedback and engagement. Builds and maintains relationships with key stakeholders. Facilitates information sharing and seeks input from partners as appropriate. Participates in stakeholder and other meetings on behalf of the program. Works with other teams to maximize collective efforts and leverage multiple partnerships. Actively seeks ways to engage external partners to advance prevention and PEI goals. Completes special assignments and participates in stakeholder and other meetings as special project or office representative. Works closely with multiple state agencies, divisions and programs, national, state, and local stakeholder groups and provider groups to increase and develop coordination and collaborative initiatives related to policies and strategic plans.
EJF 4. (15%)
Oversees and conducts special projects across programs, works with internal team leads and external partners to create project plans, timelines, and progress reports, conduct research and gather information through review of materials, meetings, individual interviews, and literature reviews. Conducts and oversees special research projects across programs. Provides direction, guidance, and assistance to program areas. Oversees, provides direction, develops and reviews briefing materials and other reports with and for program areas within PEI. Oversees and leads research, briefing preparation, reports, presentations, project documentation and other information required to assure project success; works in partnership with PEI leadership to determine scope, timelines and content of materials. Reviews guidelines, procedures, rules, and regulations, and statutory requirements for program areas and monitors for compliance and completion; provides assistance to program leads on tracking, preparing and disseminating required and requested program reports and information. Collects and coordinates information, data from multiple state agencies, works with external stakeholders and organizations to compile information, assimilating information and data to produce reports and respond to program requests.
EJF 5. (20%)
Develops, writes, and distributes briefing materials, reports, and presentations. Prepares program presentations for executive and program leadership. Prepares executive summaries and white papers as appropriate to report on grant deliverables, program requirements and funding requests. Prepares written project updates, summaries, legislative reports, strategic plans, and other identified materials. Analyzes state legislation, rules, policies, and stakeholder reports with a special emphasis during the Texas Legislative Session. Develops, writes, and distributes briefing and reports.

Knowledge Skills Abilities:
Knowledge of state legislative and policy making processes.
Knowledge and experience in project management.
Ability to gather, assemble, correlate, and analyze facts; devise solutions to problems; manage projects; develop and evaluate policies and procedures; prepare briefings, reports and other communications; and communicate effectively in a fast paced environment.

Initial Selection Criteria:
Graduation from an accredited four-year college or university; experience may be substituted for degree.
