Central Territory Headquarters LI
Job Objective:
Responsible for research, development and implementation of effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for Territorial Headquarters (THQ) and College for Officer Training (CFOT) employees. Provide recruitment resources and act as a recruiting consultant for divisions/commands in the field.
Essential Functions:
- Develops and/or identifies Territorial Recruiting resources, training and tools
- Updates and maintains the TSA Central Territory Careers web page
- Is the subject matter expert for the territorial applicant tracking system (ATS)
- Acts as liaison with area employment agencies, schools and Internet recruiting resources
- Recommends appropriate recruitment resources; prepares and places job ads
- Develops and enhances recruiting strategies including the use of social media to target specific audiences
- Audits and processes advertising agency billings
- Assists hiring managers with the development and revision of job descriptions and maintains the job description database for THQ and CFOT
- Partners with hiring managers to help them select the best candidates for open positions which may include screening resumes, conducting phone screens, interviewing candidates, conduct reference checks and preparing offer letters
- Records all changes of employee status as necessary (i.e. salary changes, promotions, transfers) in the HR management software and forwards information to Payroll
- Conducts exit interviews with THQ employees
- Supervises Territorial Background Check Specialist/Recruiter to ensure timely review of employee and volunteer background checks and timely completion of audits
- Affirmative Action (5%): Compiles information and coordinates preparation of the annual Affirmation Action Plan (AAP) with our external AAP consulting firm. Drafts the THQ AAP executive summary report. Develops and implements strategies to enhance our commitment to affirmative action
- Becomes cross-trained in processing monthly benefit invoices and auditing payroll preview reports as a back-up
- Develops and maintains an Operations Manual detailing processes for job
- Provides support for various special projects including employee events, HR Conference, etc.
Education & Certification:
Bachelor’s degree in human resources or related field
SHRM’s Talent Acquisition Specialty Credential a plus
Experience:
5 years managing all phases of recruitment and hiring process
OR - Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
Knowledge, Skills & Abilities:
- Excellent verbal and written communication skills.
- Excellent interpersonal skills with customer service mentality and good negotiation tactics
- Ability to create and implement sourcing strategies for recruitment for a variety of roles
- Ability to work in a fast-paced environment with constantly changing priorities
- Proactive and independent with the ability to take initiative and solve problems
- Excellent time management skills with a proven ability to meet deadlines
- Familiarity with laws, regulations, and best practices applicable to hiring and recruitment
- Proficient with ADP Recruiting Management or the ability to quickly learn applicant-tracking software and other recruitment systems
- Proficient with Microsoft Office Suite (Outlook, Word, Excel, Teams, Power Point) or related software
Supervisory Responsibility:
Supervises Background Check Specialist/Recruiter
Travel:
Infrequent travel to conferences or central territory division offices
