This position is eligible for full-time telework under California Government Code Section 14200. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.
Under the general direction of the Staff Services Manager III, Community Development Branch Chief, of the Division of Federal Financial Assistance (DFFA), the Housing and Community Development Specialist (HCDS) II is independently responsible for conducting high-level complex research, collection, and analysis of programmatic and community development data, as well as development of program plans, materials, regulations, and policy recommendations for federally funded programs. HCDS II is considered a subject matter expert in one or more U.S. Housing and Urban Development programs including the Community Development Block Grant (CDBG) with a focus the most complex issues during all phases of program and project development. These phases include initial application analysis, underwriting, change approval, construction, disbursement, and final project closeout. HCDS II conducts high-level research, collects, and analyses complex programmatic and housing data, and develops program policy recommendations, regulations, and program guidelines for federally funded programs. HCDS II is the Subject Matter Expert for HUD's Integrated Disbursement and Information System (IDIS) and works closely with HCD's Financial Management Office to ensure program and financial system records are reconciled.
The Community Development Branch is primarily responsible for the design and implementation of federally-funded housing and community development programs including the development of program policies and procedures detailing the use and requirements of federal funding programs, funding recommendations, and fund disbursement and monitoring.

    Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Demonstrated excellent analytical abilities.
    • Demonstrated experience conducting high-level research; and collecting and analyzing fiscal data and establishing policies and procedures based on the data.
    • Knowledge and experience with federal and state housing and community development programs.
    • Experience with policy development and implementation including writing statutes, regulations, policy, or guidance documents.
    • Ability to work cooperatively with executives and program staff of government agencies and external stakeholders to achieve desired results.
    • Ability to work independently and as part of a team.
    • Senior level experience with Community Development Block Grant (CDBG)
    • Experience conducting research and developed proposals used to implement programs.
    • Experience with reconciling data among IDIS, FI$CAL; or other HUD or state systems including working with grantees to resolve data conflicts.
    • Experience with stakeholder engagement to achieve collaboration on complex divisive issues.
    • Experience with developing and implementing policies and procedures to ensure full fiscal reconciliation across multiple databases.
