BACKGROUND AND PURPOSE:

The Office of Security (OSY) serves to mitigate risk to personnel, facilities, property, information, and assets through increased initiatives in various security fields via issuance of Department-wide security policies and the application of a multi-disciplined security programs extending from the Headquarters to our operating units. OSY plans and implements these policies through developing procedures and delivering security services for the Office of the Secretary and other nationwide Departmental bureaus. Specifically, OSY establishes and enforces policies and procedures for conducting background investigations and granting security clearances; safeguarding classified and sensitive documents and information; protecting Department personnel, facilities and property; assessing threats and determining risks to Departmental assets; ensuring proper communications security; providing guidance to Departmental offices and operating units on security-related matters; and, ensuring compliance with security policies and procedures.

 

OBJECTIVE:The objective is to provide OSY with essential support services so they can operate more efficiently and assist operating units with support as it relates to developing division specific standard operating procedures and other official documents.


  • Provide technical editing on security policies, procedures, and SOPs.
  • Coordinate the drafting of Memoranda of Understanding, Departmental Memos and other high-level communication, coordinate the review by key stakeholders and dissemination.
  • Coordinate with divisions to update security policy on a regular basis or as needed, specifically, but not limited to the Manual of Security Policies and Procedures.
  • Track updates to security policies and ensure revisions are made in a timely manner.
  • Assist with the analysis of potential policies and make recommendations regarding cataloging current/historical guidance and make recommendations to leadership and program managers.
  • Review, write and provide editing of material to be posted and available on OSY website and learning center.
  • Oversee creation of Standard Operating Procedures.
  • Demonstrate strong customer service skills both in person and by telephone, and work effectively as a team member balancing the interests of a variety of clients.
  • Advise program managers and senior managers on administrative/procedural decisions and judgments.
  • Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of line program operations in meeting established goals and objectives.
  • Develop, provide, and transmit effective communications, both oral and in writing.
  • Prepare a variety of reports for OSY bureau and OSY management.
  • Research, assist in developing, and review documents for Department–level approval, to include management policies, and other routine requests.
  • Create, review, and provide briefing materials.
  • Execute word processing and data entry.
  • Review and edit office documents.
  • Demonstrate Expertise and Proficiency with Microsoft Office Suite to include heavy use of Outlook, Word, Excel, and PowerPoint.
  • Establish and maintain records and files which include performing appropriate reductions in accordance with general records schedules.
  • Photocopy and perform other general office duties, as assigned.

Requires 4 years of relevant experience.

  • Write and/or edit technical documents, including business proposals, reports, user manuals, briefings and presentations, functional descriptions, system specifications, guidelines, special reports, and other project deliverables to meet contract requirements.  
  • Develop outlines and drafts for review and approval by technical specialists and project management ensuring that final documents meet applicable contract requirements and regulations. 
  • Research and gather technical and background information for inclusion in project documentation and deliverables.  
  • Consult relevant information sources, including library resources, technical and financial documents, and client and project personnel, to obtain background information, and verify pertinent guidelines and regulations governing project deliverables.  
  • Commensurate experience, education, and level of supervision and direction.

 

EDUCATION:

 

  • Requires BS/BA (or equivalent) in a related field of study

Contractor support shall be performed at one of the following locations:

  • Under limited circumstances (e.g., COVID/Hazardous Weather Days/Public Transportation Issues/among other situations), remote/telework may be authorized by the Contracting Officer’s Representative (COR)/Alternate Contracting Officer’s Representative (ACOR)/Government Task Manager (GTM) on a case-by-case basis.
  • Under this task order, the Contractor is responsible for conducting business, Monday thru Friday 8:00am – 5:00pm, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

PERIOD OF PERFORMANCE:

The total period of performance with all options exercised is for three years from date of award.

  • Base Period: July 1, 2023 – June 30, 2024
  • Option Period I: July 1, 2024 – June 30, 2025

TRAVEL:

  • Travel is not required under this task order
