Job description

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrator II. This skilled position serves as the Technical Writer-SOP for the Department of Unemployment Insurance . Administrator II encompasses the full performance to second-line managerial levels of administrative staff work related to the administration of departmental policy and overseeing or coordinating agency operations or functioning as a special assistant to an executive. Employees engaged in overseeing or coordinating agency operations are responsible for planning, organizing, implementing, administering and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency.

Main Purpose Of Job

The purpose of this position is to review, update, and create current standard operations procedures (SOPs) within the Maryland Department of Unemployment Insurance Division. Generate innovative ideas for content and workflow solutions.

  • POSITION DUTIES

This position works on divisions' SOPs, and employee job aids with working with SME (subject matter experts).

  • Generate innovative ideas for content and workflow solutions.
  • Meet with subject-matter experts to ensure specialized topics are appropriately addressed.
  • Analyze information required for the development or update of policy, procedure and form documentation.
  • Review and/or copyedit content developed by other members of the team.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS (To qualifiy for this position all applicants must meet the minimum and selective qualifications).

  • Five or more years of experience as a technical writer; writing standard operating procedure manuals (SOPs)
  • Three years’ experience working with Google and Word software.

DESIRED OR PREFERRED QUALIFICATIONS

  • Proficient in Google Meets and Microsoft Team meetings.
  • Excellent technical writng skills.
  • Adaptable to chaining priorities
  • Strong Analytical and problem-solving skills.
  • Good organizational skills

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview).
