Position: PPS Technical Project Manager

Knowledge and Skills
- Practical experience and knowledge of the following technologies and tools: Java, Java EE, EJB3, Oracle Web Center, Greenplum, Web Focus, Pega Business Process Manager (BPM), and Informatica.
- Excellent verbal, written communication and interpersonal skills.
- Knowledge of development within distributive environments.
Education and Experience
- Bachelor's degree or equivalent work experience.
- Minimum of ten years data processing experience; minimum five years project management experience.
- Experience with System Development Life Cycle methodology for application development.
- Experience in supervision of Project Managers, programmers and analysts.
Essential Duties
- Organize the planning, analysis, program development, and implementation of large scale projects in support of multiple PPS applications.
- The applications are primarily based upon distributed platforms.
- Manage the assimilation of multiple vendor supplied and internally developed applications and modules into an integrated PPS solution.
- Interact with all levels of management and development staff within the Federal Reserve, US Treasury, and related vendors, to ensure web design and development activities result in an ideal user experience.
- Plan, organize and coordinate complex PPS projects or parts of large projects by establishing detailed project schedules and staff assignments for all phases of new project development and existing systems support tasks.
- Provides technical guidance and manages the activities of the group.
- Monitors and reviews the progress of application development and production enhancements and prepares progress and activity reports.
- Exercise usual authority of manager in assigned sections; interviews, recommends, hires, trains and appraises performance of subordinates; recommends salary actions; reviews work of staff.
- Provide policy level direction regarding technical and quality assurance standards, departmental directions, procedures, the planning and monitoring of budgets.
Job Summary
- The PPS Technical Manager manages a large scale project to develop and maintain the Post Payment System (PPS).
- PPS will provide the US Treasury and federal agencies with the capability to manage all Treasury payment aftermath functions, by consolidating multiple legacy systems into one comprehensive application.
- The PPS Technical Manager is responsible for a development staff focused on several projects and applications, and will be accountable for planning, analysis, evaluation of PPS development activities and the integration of PPS modules.
- The PPS Technical Project Manager applies highest level technical skills and experience to most complex PPS related business projects and problems.
