JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Penn State College of Medicine, Department of Human Resources, in Hershey, PA, is seeking a Talent Acquisition Specialist. The Talent Acquisition Specialist acts as a talent business partner to the College of Medicine by coordinating visas for the unit's international population, recruitment of the postdoc population, and special assistant to aid the unpaid visiting scholars program. The role consults with hiring managers on all aspects of Talent Acquisition from recruitment strategy, candidate selection, compensation recommendations and presenting/negotiating offers. In addition to recruiting this role may provide council on the academic hire process.

The Talent Acquisition Specialist will be responsible for the following:
  • Becoming a trusted talent business partner to the College of Medicine (COM)
  • Developing an understanding of the unit's (at the COM) talent needs and utilizing strategies to decrease time to fill/hire
  • Managing assigned unit job requisitions from a strategic recruitment and process perspective
  • Developing and executing innovative sourcing strategies to develop diverse candidate pools for current and future openings and managing the candidate relationship

  • Managing and driving the structured interview process
  • Recruiting for faculty/staff/postdoc openings.
  • Serve as point-of-contact for employment-based immigration questions for assigned colleges
  • Ensure University sponsored employment visa, policies and practices are compliant with federal and state laws, regulation, and policies
  • Develop and/or provide training for departmental staff, faculty, and foreign national faculty in assigned colleges
  • Stay abreast of current developments and trends in the international faculty advising field and employment-based immigration
  • Communicate government, regulatory, and other relevant updates to college regularly
  • Maintain internal record-keeping system to track history of individual cases
  • Maintain records of cases for audit purposes
  • Interpret regulations and provide guidance to department and college HR representatives on immigration and visa regulations, including advising options on appropriate visa recommendation, petition filing strategies, and estimated timelines
  • Liaise with University Human Resources and departmental staff and international faculty to gather information and advise on other immigration related matters

Required skills and experience include:
  • Possess effective oral and written communication skills, including consultative skills with the ability to understand the needs and urgency of customer base.
  • Accuracy and attention to detail.
  • Possess a high degree of professionalism and confidentiality.
  • Demonstrated knowledge of broad concepts, policies and procedures related to Human Resources.
  • Ability to adapt and change in a fast-paced environment.
  • Ability to work effectively as an individual contributor and as part of a team.
  • Demonstrated commitment to fostering diversity, equity, and inclusion.
  • Ability to develop positive relationships with peers, hiring managers, and prospective applicants is essential.

Typically requires a Bachelor's degree or higher plus four years of related experience or an equivalent combination of education and experience.
