Specialized work focused on the recruitment and acquisition of employee talent to meet the workforce readiness needs of the City. Works with hiring departments to identify staffing needs, and creates and implements full-cycle recruitment plans to meet those needs. Continuous improvement and best practices researched and implemented. Performs related work and special projects as required. Work is performed under the general supervision of the Human Resources Manager. Proactively sources, identifies, contacts, and screens candidates for various positions. Coordinates with hiring departments to identify staffing needs. Develops and maintains relationships with high potential candidates. Fosters a strong network of cooperating contacts, agencies, and former employees across industries and communities. Provides guidance to departments throughout the recruiting process to assist in reducing the time to hire employees. Serves as brand ambassador communicating the benefits, culture, and organization attractiveness of City employment to brand the City as an employer of choice. Creatively sources potential candidates through online channels, social media, high schools, trade schools, colleges, employment agencies, professional organization, career fairs, etc. Determines applicant requirements by studying job descriptions and job qualifications. Works with hiring managers to determine job specifications and interview questions. Trains and guides departments on hiring best practices. Posts jobs and screens applicants using applicant tracking system. Trains departments on using the applicant tracking system. Tracks results of the recruitment process. Develops and implements recruiting plans and marketing strategies. Advertises positions using external resources. Reports the progress on assigned job vacancies on a regular basis, communicates early warning signs, and provides regular feedback about the performance of the recruitment process. Compiles, analyzes, and reports on HR metrics and goals using quantitative and statistical analysis methods. Performs related work as required.Bachelor's degree in Human Resources, Marketing, Communications, or related field with three years' experience as a recruiter or Talent Acquisition Specialist, or similar role. Or, an Associate's degree in these fields with four years of experience as a recruiter or Talent Acquisition Specialist, or similar role. One year working with an Applicant Tracking System (ATS) and strategic sourcing. Government Human Resources related experience preferred. Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), or similar human resources professional certification preferred. A valid Florida driver's license. A comparable amount of training and experience may be substituted for the minimum qualifications. Knowledge of human resources practices and procedures. Knowledge of employment laws. Knowledge of communicating with business and political professionals both orally and in writing. Skill in using MS Word, Excel, and Outlook; PowerPoint is a plus. Skill in showing excellent customer service. Ability to communicate effectively both orally and in writing. Ability to maintain and secure confidential information. Ability to work with other employees and the public in a tactful, diplomatic manner. Ability to perform with little direct supervision. Ability to establish and maintain effective working relationships. Ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various technological items such as a personal computer (PC), calculator, copier, and fax machine (not limited to these). No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing and pulling. Must be able to sit for long periods of time while using a computer.
