Summary
Engineer, develop and recommend to the Director the architecture of new customer services and capabilities by leveraging existing networking infrastructure and processes through participation in formal and informal projects.
Support the rest of the Information Technology Team in non-Network Tier 1 & 2 as required by instance and circumstance and in design implementation of their respective projects.
Provide training and mentoring to other team members in their area of responsibilities and expertise.
Participate in the after-hours on-call rotation.

Examples of Duties
Essential Job Functions
  • WAN
    1. Provide routing solutions that support a highly available network.
    2. Configuring switches and routers for various solutions, including QoS, disaster recovery failure.
    3. Work with selected Telco circuit providers on connectivity solutions for all City facilities and datacenters. Standard and SIP circuitry.
    4. Circuit Ordering
    5. Vendor Management and coordination.
  • LAN
    1. Assignment, creation and configuration of new VLANs using best known standards.
    2. Assignment, creation and configuration of new IP networks.
    3. Assisting the stores as necessary with the creation of DHCP reservations.
    4. Configuring switch ports to support host connectivity.
    5. Design highly reliable, cost effective and high performance configurations for the LAN.
  • CrossTrain
    1. Act as the backup to the Systems Administrator for Windows Server Administration
    2. Provide Helpdesk support and work tickets as needed
  • Wireless
    1. Deploy new wireless environments that are secure, reliable and high performing.
    2. Maintaining existing local and store wireless infrastructures.
    3. Providing guest access services at all store locations.
    4. Utilize and modify, when necessary, wireless standard to implement wireless data networks.
  • Firewalls and Access Router Lists
    1. Engineering and configuration of firewall rules permitting new business-related services.
    2. Engineering and configuration of access list rules permitting new business-related services.
    3. Maintaining existing access lists.
    4. Provide a highly secure network through the proper use and design of firewalls.
  • VPN
    1. Creating and maintaining existing firewall and Citrix VPN configurations
    2. Create and Maintain firewall and VPN configurations for remote users.
    3. Modifying existing firewall rules to permit additional services.
  • Projects/Consulting/Architecture
    1. Meeting with customers to gather, compile and share network data.
    2. Evaluating customer needs and providing solutions that meet their requirements and follow COA standards whenever possible.
    3. Obtaining quotes for both hardware and software network components
    4. Assisting IT Team with Issues
    5. New site installations or upgrades
    6. Installation and deployment of new technology
  • Troubleshooting
    1. Capturing and evaluating protocol analysis reports using network management tools
    2. Perform capacity planning by monitoring the WAN environment for utilization issues and taking appropriate action
    3. Proactively find problems before they impact the customer
    4. Assisting with the troubleshooting of performance issues by evaluating the network components involved

Knowledge, Skills and Abilities
Required Knowledge, Skills and AbilitiesKnowledge of:
Systems: Windows Server and Desktop, Palo Alto Networks Firewall software, Fortinet, Aruba/HPE CLI, Mist
Networking: Switches, Routers, Hubs, Servers, Cables, Racks, Firewalls, LAN, WAN, TCP/IP, DNS, Latency, VoIP, QoS, MPLS, WiFi
Advanced knowledge of remote tools to remotely resolve customer issues
Advanced knowledge of smart phones, and tablets.
Client/server computer environment, network operating systems and relational data management concepts.
Terminology: concepts, requirements and techniques of information system and network terminology
Skilled in:
Strong organization and communication
Communicating technical concerns and solutions to many different people with varying degrees of technical knowledge
Working with individuals in all departments to help solve their issues no matter how large or small
Customer service skills and the ability to manage difficult situations, respond promptly to employee IT needs and solicit employee feedback to improve service
Ability to:
Exercise independent judgement and discretion in the triage of issues and requests of significance while providing high quality end user IT services to all City of Arlington employees, partners and citizens - delivering an excellent customer service experience
Diagnose and resolve complex IT problems in a timely manner
Be available to respond to urgent requests after hours when serving as the on-call person
Gather and analyze information skillfully
Manage difficult situations, respond promptly to employee IT needs and solicit employee feedback to improve service
Apply their knowledge of physical and virtual server software operation, maintenance and extension (using various programming tools) to multiple server and system platforms
Qualifications
Minimum Qualifications:
Bachelor's Degree in a technical discipline or;
10 years of progressively responsible, successful, contemporary systems administration and maintenance experience
MSCE and/or CCNA preferred
Requires a valid Washington State Driver's License and a driving record acceptable to the City.
Must be U.S. Citizen or legally eligible to work in the United States.
Successfully pass WSP WATCH background check.
