Heluna Health invites applications for a Sub agreement Administrator position to support the California Department of Health Care Services' Children and Youth Behavioral Health Initiative (CYBHI). CYBHI is a two-year, multi-department package of investments that reimagines the systems that support behavioral health (BH) and wellness for all California's children, youth, and their families.
Under the direction of the CYBHI - Project Manager, the Sub agreement Administrator (SA) is responsible for the entire lifecycle of the Sub agreement, including assembling Sub agreements, verifying onboarding/vendor documents, managing the vendor set-up process, overseeing the execution of Sub agreements and managing the amendment process.
This is a temporary, grant-funded, full-time, benefited position. This role will be primarily onsite at fixed, mobile, and designated site operations. Remote work may be required for this program.
ESSENTIAL FUNCTIONS
The Subcontract Administrator will be responsible for all tasks required to issue a Sub agreement. This will include, but not limited to:
- Work closely with CYBHI Project Management to oversee and monitor Sub agreements and all deliverables assigned.
- Attend team and project meetings as necessary.
- Compile all vendor documentation needed for subagreement execution including organization documents, banking information and certificates of insurance.
- Maintain organized files to ensure a smooth onboarding process for grantees.
- Prepare, organize, and maintain subcontract files in preparation for any program audits.
- Remain current in regulations and best practices.
- Closeout subagreement activities.
- Assist with ongoing improvement of the subagreement process, including developing tools and resources to support compliance.
- Prepare notes, checklists, determinations, reports and other documents for monitoring and reporting activities, as required, to ensure compliance with funding or other applicable regulations, or as directed.
- Liaise within a complex stakeholder matrix to ensure timely execution of subagreements, amendments, issues and disputes.
Customer Service and Outreach:
Provide outstanding customer service through cultivation of enduring relationships with all external and internal customers, as well as solution-focused client assistance.
Team Direction Responsibilities:
- Directly responsible for the smooth and professional functioning of program Sub agreements.
- Assists in identification, development and implementation of new streamlined policies and processes and assures compliance with all contracts and laws.
JOB QUALIFICATIONS
- Excellent communication skills, both oral and written.
- Ability to work both independently and cooperatively.
- Working knowledge of Microsoft Office applications. Experience with Monday.com preferred.
Education/Experience
Bachelor's degree from a four-year college or university or three to four years related experience and/or training. Experience with State Contracts or Grants s highly desirable.
Certificates/Licenses/Clearances
Possess a valid Class C California Driver's License and provide proof of automobile insurance -OR- the ability to utilize an alternate method of transportation when needed to carry out job-related essential functions. CPCM, CFCM, or CCCM or equivalent highly desirable.
