Position Summary

Under general direction of the Associate Director Health, Wellness and Performance, and Sr. AVP or designee, the Student Health Insurance Billing Analyst serves students and student athletes, ensuring optimal health care management regarding insurance benefits and medical service referrals for injured students and student athletes.

The Insurance Billing Analyst uses knowledge of the medical Insurance Billing policies, procedures, regulations, and practices, together with a thorough understanding of NCAA rules and regulations to navigate medical treatment plans, insurance reimbursements, and related actions on behalf of, or together with, student athletes. In addition, the Insurance Billing Analyst reviews and submits Insurance Billing in PnC, Family Pact, and Medi-Cal. The Insurance Billing Analyst works collectively with students, staff, and administrators to develop and implement strategies for student care that provide the best possible medical outcomes for students while also ensuring medical expenses are correctly pre-approved, coded and/or explained in a manner that supports insurance payment or reimbursements. This position also interprets policies and procedures, statutory regulations, athletics insurance policies, and guidelines established by the CSU, Office of Risk Management regarding insurance requirements and coverages and provides information direction and recommendations to the Athletics Department.

FLSA: Exempt (Not eligible for overtime compensation)

Anticipated Hiring Range: $4,379  - 6,300 per month

CSU Classification Salary Range: $4,379 - $7,922 per month

Department Information 

Student Health & Counseling Services (SHCS) embraces a holistic and collaborative approach to healthcare by offering urgent care, primary care, preventative services, wellness education, violence support services, and mental health, services to the Sacramento State campus community.  SHCS is committed to providing quality care and service delivery and is accredited through the Accreditation Association for Ambulatory Health Care (AAAHC).

Minimum Qualifications 

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications 

  1. General knowledge of the principles, practices and trends of the student care as it pertains to sports medicine, insurance, referrals and related matters impacting students.
  2. Ability to communicate in writing and conduct staff in-service to inform staff of changes to the Insurance Billing program.
  3. General knowledge of the policies, procedures and practices of statutory regulations and athletic insurance policies, Family Pact requirements, Medi-Cal.
  4. General knowledge of regulations, CSU policies to analyze and evaluate questions and problems and provide appropriate recommendations.
  5. General knowledge of the organizational procedures and activities involving the case management needs of student athletes who are navigating through the medical referral or insurance claims process.
  6. Working knowledge of the collegiate athletics and Student Health center structures.
  7. Ability to analyze complex situation accurately and adopt effective courses of action.
  8. Advise student individually and in groups on complex student-related matters.
  9. Ability to determine appropriate courses of action and proper techniques to utilize while engaged with individuals in personal interactions of an argumentative or sensitive nature.
  10. Ability to evaluate insurance policies and provide recommendations.
  11. Ability to carry out a variety of professionally complex assignments without detailed instructions
  12. Establish and maintain cooperative working relationships with a variety of individuals.
  13. Knowledge of HIPAA standards and confidentiality as required for medical information.
  14. Ability to coordinate with various on campus stakeholders SSWD, CARES, SARC etc., and advocating for student needs.
  15. Commitment to maintaining a welcoming and inclusive work environment with diverse colleagues and constituents including faculty, students, staff, and members of the community

Conditions of Employment

 -  Ability to pass a background check

Preferred Qualifications 

  1. Minimum three years of student service work experience.
  2. Minimum of 1 year in the program area to which assigned.
  3. Experience working with an Electronic Health Record System.
  4. Experience in direct care, case management, Insurance Billing or referral coordination.
  5. Experience working in an integrated university health and athletics department or equivalent work experience.
  6. Certified Medical Reimbursement Specialist (CMRS).
  7. Experience in coding both current ICD and CPT -10 and HCPCS coding systems.
  8. Current BLS American Heart Association.
