TITLE: Stability Service Coordinator/BIPOC CHAT Lead

Hours and Location: Exempt/Full-time/ Exempt 1.0(FTE) 40 hours per week, 8am-5pm with some evenings and weekends, remote/onsite/hybrid. Jamii Center.

Pay Range: $28.50 - $31.25

Supervisor: Emergency Services Programs Manager

Scope: The Stability Service Coordinator leads the BIPOC Coordinated Housing Assessment Team. The Urban League of Portland’s mission is to empower African Americans and others to achieve equality in education, employment, health, economic security, and quality of life. Housing stability and empowerment are a cornerstone of this work and an integral part of all our services and supports within the Black community. The Stability Services Coordinator will coordinate the efforts relating to outreach, assessments, navigation, and housing placements across the Portland Metro area. They are responsible for coordinating internal access to community resources, facilitating the connection to services and case management for program participants. This position is a bridge between all internal programs with an emphasis on coordination of wraparound services. The Stability Services Coordinator also regularly collaborates with partner agencies in support of referral, placement, program exit and enrollment. This position requires excellent follow-through; attention to detail; professional writing skills; and excellent communication.


Job Summary:

  • Serve as a staff resource and liaison regarding program policies, procedures, and practices; research and resolves the more complex problems that arise in the work environment.
  • Assures that safety issues are identified and resolved; is responsible for the supporting staff to troubleshoot complex cases and housing plans.
  • Support direct service staff to develop, implement, monitor, and evaluate individualized, strength-based client success plans for housing.
  • Train, assign, inform direct service staff caseloads to maintain workflow, production, accuracy, and conformance to standards; o Facilitation of housing department case management conferencing meeting, and other interdisciplinary internal team meetings.
  • Participate in weekly collaborative meetings, team meetings, and provide support to leadership during supervision meetings. o Provide support in either gathering information from or providing information to clients regarding the program’s services and opportunities.
  • Provide oversight on creating and maintaining records for case management and managing case plans.


OUTREACH/EXTERNAL COMMUNICATION

  • Advocate for African Americans, African Immigrants and Refugees and negotiate with government agencies, and other community partners on behalf of clients.
  • Coordinate outreach efforts and publicity on the programs to support recruitment, information and intake to potential participants and community members year-round.
  • Establish linkages with other local community organizations, agencies and social service providers as well as create and maintain referral processes with service providers.
  • Represent Urban League at meetings as needed.


DATA COLLECTION & REPORTING

  • Report and monitor deliverables (including quarterly reports, success stories, and expenditures)
  • Responsible for supporting the team effort of meeting or exceeding measurable goals for participation and outcomes.
  • Maintain accurate records and prepare reports related to program activities.
  • Support grant reporting, program data analysis, and storytelling in support of enhancing and expanding housing programming.
  • Record and maintain record of: (1) regularly scheduled staff trainings, workshops, and events; (2) participants attending the events; (3) recap of meetings to management team.

DUTIES AND RESPONSIBILITIES:

  • Contributes to the Urban League of Portland’s commitments, initiatives, and goals in performing the following duties:
  • Coordinate program activities in the areas of assessing applicant eligibility, scheduling housing inspections, taking the lead on property-owner communications and voucher release;
  • Responsible to create and maintain resource lists including affordable housing, acute community treatment programs, and oversee referrals into said resources.
  • Respond to emergency situations; provide crisis intervention to distressed participants or resolve volatile situations.
  • Maintain in-house training and resources and documentation relating to supporting clients through justice system, disability services, health care, and other complex issues related to community safety.
  • Help with collecting information about the needs of participants to prepare for and conduct an evaluation to receive feedback from all clients served and to help measure effectiveness.

PHYSICAL REQUIREMENTS:

  • Sitting and/or standing for long periods of time
  • Cognitive abilities such as working on a computer up to 8hrs daily

EDUCATION / EXPERIENCE:

  • Associate degree in Social Work, Psychology and/or Human Services preferred

OR

  • Three years’ relevant experience in related social service programs required.

PLUS

  • Two years of experiencing working with participants experiencing housing instability

KNOWLEDGE / SKILL / ABILITIES:

  • Ability to provide a wide range of wrap around services and builds a rapport with community.
  • members who are African American/ Black.
    • Excellent computer, verbal, and written communication skill, required.
    • Must be extremely organized and demonstrate attention to detail.
  • Must demonstrate a positive and productive attitude.
  • Ability to work autonomously and in a team setting.

  • Commitment to and knowledge of social justice issues and the dynamics of social change, the history and mission of the Urban League of Portland, and expertise in present scope of Urban
  • League service and advocacy programs
  • Knowledge and understanding of structural racism and Anti-Blackness as it relates to employment, education, and the green careers industry.
  • Excellent communication skills and ability to persuasively present program, department, and agency wide information.
  • Experience in planning and conducting training sessions, workshops, and professional presentations.
  • The position requires a person with terrific energy, talent, and sensitivity. The coordinator should understand and have a passion for creating economic empowerment and growth within the Black community.
  • Must be a highly ethical person with a demonstrated commitment to the Urban League of Portland’s mission.
  • Strong proactive problem-solving and critical thinking skills.
  • Ability to take initiative and prioritize tasks; good time-management, problem prevention, and problem-solving skills.
  • Understanding of trauma informed approaches and experience in facilitating difficult discussionsand/or discussion based on personal information.
  • Excellent written and oral communication skills.
  • Ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and over the phone, and the ability to persuasively present
  • Urban League of Portland’s housing services to current and potential collaborative partners.
  • Creative, result-oriented, self-starting, willing to learn, and able to manage multiple ongoing projects.
  • The successful candidate must have the ability to work on deadline in various settings, i.e., remote, work from home, group settings, and in office depending on the demands of the work.
  • Must have the ability to form substantive and productive relationships with people of different religions, races, genders, sexual orientation, and other backgrounds.
  • Capable of seeing the big picture, while at the same time able to attend to important details required.
  • Ability to work effectively as part of a team and work independently with little supervision.
  • Strong contributor in team environments.
  • Excellent organization and planning skills and ability to prioritize work appropriately.
  • The Candidate must also possess the ability to manage and track multiple projects with self direction, creativity, and flexibility time.
  • Possess a valid driver's license and verification of current auto-insurance and have full use of automobile during work hours.
  • Participate in staff meetings, trainings, committees, and volunteer activities to support agency’s goals.
