Job description

The Position

The Finance and Accounting Department is currently recruiting for a Payroll Coordinator. This position produces timely and accurate processing of payroll for Clean Water Services (CWS); maintains compliance with Federal, State and local laws, as well as policies, procedures, and the Collective Bargaining Agreement; reviews and compiles employee time and payroll data from timesheets and calculates wages and deductions; and provides payroll information to CWS employees. In addition, this position is responsible for preparing reports and payments for all payroll related taxes, voluntary and involuntary withholdings, and other benefits.

Essential Functions

  • Maintains and processes payroll information for CWS employees in compliance with Federal, State, and local laws, regulations, labor agreement and employment policies.
  • Prepares bi-weekly payroll. Reviews and compiles employee time and payroll data from time sheets and other records, checks available leave balances, and verifies that leave and pay types reported are in compliance with the labor agreement and employment policies.
  • Maintains employee payroll information in the system, verifying accuracy and completeness. This includes making changes to existing data in the payroll system, reviewing Human Resources paperwork, researching discrepancies, responding to garnishment orders, reviewing insurance and voluntary deduction orders and recording data in the payroll system as required.
  • Processes and remits payments for all payroll-related taxes, voluntary and involuntary withholdings, and other benefit. This includes preparing reports and remitting payments for union dues, garnishments, federal and state liens on wages and support orders, contribution requests, Tri-Met passes, deferred compensation, PERS, flexible spending accounts, and supplemental benefit plans.
  • Administers PERS reporting. Prepares and reconciles bi-weekly and annual reporting to PERS. Prepares and remits bi-weekly payments to PERS. Updates and reports as part of the bi-weekly payroll process all demographic and wage data to the PERS EDX system.
  • Prepares and files quarterly and annual tax returns and maintains year to date balances. Prepares and reconciles W-2's for year end. Submits W-2 file to Social Security by specified deadline. Distributes W-2's to employees by January 31st deadline.
  • Assists with payroll system application changes and upgrades. Reviews and tests system changes and upgrades and communicates payroll system issues to Business Systems Analyst.
  • Provides support to employees with payroll related issues. Responds to representatives from other agencies on payroll issues.

Qualifications

KNOWLEDGE OF:

  • Principles and practices of payroll, accounting record keeping, and reporting
  • Pertinent Federal and State laws, rules, and requirements
  • Computerized payroll systems
SKILL IN:
  • Use of computer software for payroll processing, and creating and maintaining spreadsheets
  • Tabulating, recording, and balancing transactions
  • Record and file management and preparing financial statements and reports
ABILITY TO:
  • Understand and carry out oral and written directions
  • Prepare and maintain accurate payroll documents, files, and records
  • Interpret and apply laws, regulations and contract provisions affecting payroll
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public
  • Operate effectively in a team environment
  • Communicate effectively, both orally and in writing
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
2 years experience performing bookkeeping, accounting assistant, financial records maintenance, or payroll work;
College level coursework or specialized training in payroll, accounting, payroll administration, financial record keeping, or related fields.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidate must possess and maintain a valid State-issued driver’s license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
