SUMMARY OF DUTIES:

 

The Sr/Project Manager, Amtrak Route Network Expansion, plays a critical role in supporting the growth of Amtrak’s Route Network, which is poised to grow dramatically as a result of the Bipartisan Infrastructure Law. This position will support the Network Development team which is responsible for guiding network initiatives throughout the country between the planning stage and delivery into operation or construction. The Sr/Project Manager position will be responsible for managing multiple Network Development projects which may include (but not limited to): planning/environmental studies, service development plans, facility design, and new service implementation. 

 

This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.  

 

This role can be remote with the option to work from an Amtrak office location as needed.  

 

ESSENTIAL FUNCTIONS: 

  • Supports VP and regional Directors, Network Development in managing projects in support of rail network growth initiatives across the country

  • Coordinate with Service Lines and Planning on initiative requirements and schedule for entry into service. 

  • Engage with contributors across Amtrak to advance the development of corridor enhancements, long- distance route improvements, and infrastructure projects. 

  • Communicate with and work collaboratively with external partners and stakeholders to execute development plans. External parties include state transportation departments, Federal Railroad Administration, municipalities, transit agencies, host railroads, developers, and others. 

  • Builds and maintains strong internal/external stakeholder relationships and regularly partners to achieve buy-in and execute plans. Draws upon the capabilities and resources of other departments to achieve objectives. 

  • Other duties as assigned. 

 

MINIMUM QUALIFICATIONS: 

  • Bachelor’s degree in Engineering, Transportation, Public Policy, Planning, Business, Finance, or a related discipline. 

  • Ability to work in a highly collaborative team environment. 

  • Strong stakeholder facilitation and coordination skills. Ability to partner with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved. 

  • Excellent written and verbal communication skills. 

  • Excellent quantitative and analytical skills. 

  • Strong leadership skills, with proven ability to build teams, and lead technically and/or politically challenging projects. Expert ability to properly structure and resource projects and programs to ensure safe, effective execution. 

  • Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with a track record of successful and diplomatic coordination across stakeholders with competing objectives. 

  • Ability to organize and present executive, board, and congressional level reports, proposals, and other related information. 

  • Demonstrated experience simultaneously managing multiple projects and/or programs using appropriate tools and controls. 

  • Diplomacy and collaboration. 

  • Strategic thinking mindset with expert commercial acumen. Strong transportation economics skillset. 

  • Advanced leadership and management skills with proven ability to motivate others; effective writing, presentation, meeting and facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills. 

 

PREFERRED QUALIFICATIONS: 

  • 3-9 years of relevant experience in project management, engineering, or strategic planning functions Master’s Degree in a related field 

  • Passenger rail or freight industry experience 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS: 

  • Must have excellent oral and written communication skills. 

 

The salary/hourly range for the Project Manager role is $78,600-$101,844. The salary/hourly range for the Sr. Project Manager role is $94,300-$122,256.  Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.

 

In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
