Core Responsibilities

  • The Bronx/Westchester Electric Operations Storm Planning and Response group seeks a highly motivated individual to be part of its team. The Senior Specialist works directly with Con Edison and Orange & Rockland operating organizations and assists them with storm response preparation activities and storm response action plans. These proactive efforts will incorporate industry best practices and are designed to help ensure compliance with the Electric Emergency Response Plan as well as PSC regulations. General responsibilities of this position include integrating people, technology, and process improvements to enhance storm outcomes for both internal and external stakeholders.
  • Creating and/or revising documentation to support existing storm processes and training.
  • Developing appropriate training programs and functional exercises that will be designed to enhance operational personnel in the efficient execution of designated system emergency assignments (SEAs)
  • Collaborating with Emergency Preparedness and other departments to ensure that SEAs match employees skill sets
  • Verifying SEA training requirements are identified, communicated, and managed accordingly
  • Implementing action items from internal and external lessons learned discussions
  • Assisting with the development and implementation of storm training programs for external stakeholders including elected officials and other municipal representatives
  • Coordinating various compliance inspection activities and supporting the completion of daily tasks conducted at the Pomona facility by both company and contractor resources. These activities include but are not limited to, storm fleet maintenance activities, rubber goods testing and coordination, truck and equipment hi-potting and repairs, on-site generator testing, site security, general facility issues such as housekeeping and snow removal, stocking and re-stocking storm vehicles, and supporting groups such as Real Estate, Transportation, Facilities, EH&S, IT, as well as other miscellaneous groups.
  • Supporting governance of storm processes across all company organizations that provide resources to Electric Ops during ICS event mobilizations.
  • Ensure public and employee safety, operational excellence and the customer experience are at the forefront when making all decisions.
  • Promote a team-oriented, diverse and inclusive work environment where all employees feel welcome and comfortable speaking openly about their feelings.
  • Assist in the development of documentation for storm processes, including process flow charts, roles and responsibilities documents and check lists.
  • Support development of storm training efforts, including development of OJTs, classroom training, e-learning and just in time training and videos.
  • Conduct regular reviews of SEA assignments to ensure adequate staffing to meet minimum response requirements.
  • Utilize problem solving and organizational skills to prioritize assignments and meet required deadlines.
  • Assist with reviews of existing processes, ensuring appropriate training, clear roles and responsibilities and documentation to support all response processes.
  • Work with various organizations outside of Electric Operations to ensure alignment with overall operational storm response objectives and assist in maintaining storm operations infrastructure, vehicles, materials and equipment at the Pomona, NY facility
  • Be familiar with the operational requirements defined in the corporate Electric Emergency Response Plan (ERP) and ensure compliance with all training requirements
  • Work closely with Emergency Preparedness to develop and implement drills, functional exercises, and workshops as well as assist with the collection and implementation of relevant recommendations from After Action Review meetings and annual ERP reviews
  • Ability and willingness to learn new applications such as Oracle Utility Analytics (OUA), External Outage Map, ARCOS, Oracle Field Services (OFS) and other related storm applications
  • Assist Project Specialist in responding to external stakeholders and regulatory interrogatories related to ETRs and operational-related storm response questions/concerns
  • Collaborate with the BW Program Support Team to ensure training tasks are assigned properly based on system emergency assignments (SEAs)
  • Support regional ICS activations and functional exercises in all regions
  • Assist with benchmarking with other utilities and companies and discussions on process improvements and technology solutions to help advance storm response processes
  • Ability to complete multiple assignments with changing priorities while still meeting deadlines
  • Serves as a champion of organizational change and continuous improvement

Required Education/Experience

  • High School Diploma/GED and 5 years related work experience. or
  • Associate's Degree Engineering, Computer Science or related fields and 4 years related work experience or
  • Bachelor's Degree Engineering, Computer Science or related fields and 3 years related work experience or
  • Master's Degree Engineering, Computer Science or related fields and 2 years related work experience

Relevant Work Experience

  • A functional understanding and knowledge of the electrical distribution system operation and construction Required
  • Demonstrated leadership skills and experience managing projects. Required
  • Must have excellent interpersonal skills to effectively interact with all levels of Company forces, control center personnel, customers, contractors, and various levels of management Required
  • Must be able to exercise independent judgment, demonstrate excellent problem solving abilities and be able to render sound business decisions Required
  • Must be extremely well organized, detail oriented, flexible to handle multiple assignments, and meet deadlines Required
  • A strong working knowledge and experience in the principles and process of ICS Mobilization and an understanding of the Outage Management System (OMS) and related products Preferred

Licenses & Certifications

  • Driver's License Required

Physical Demands

  • Must sit or stand to use a keyboard, mouse, and computer for entire shift

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be willing to travel within Company service territory and out of town as needed
  • Must be willing to work outdoors and work any shifts as required
