Role:
APV is seeking a dynamic Sr. HR Specialist with demonstrated experience in a Federal Government capacity.
Duties:
- Advising Hiring Managers and Senior Leaders in the areas of federal HR laws, policies, and procedures directly related to recruitment and hiring authorities, hiring flexibilities, staffing and placement programs, and recruitment and examining requirements.
- Advising/Training entry and journeyman level Human Resource Specialists
- Drafting job opportunity announcements, performing qualification determination, issuing certificates, onboarding, issuing tentative job offers & final job offers, and coding personnel actions.
- Personnel Systems (USA Staffing (like systems i.e., Monster) FHR Navigator, eOPF, etc.
Required Skills:
- Delegated Examining Unit (Certification)
- MA/MS Degree
- Over 10 years of the following: Staffing and Classification, Human Capital Strategy (Talent Management, Human Capital Management, Integrated Business Management, Change Management support, Performance Management Support, Employee Value Proposition, and Knowledge/Competency support) Organizational Performance Improvement (Performance Metrics Improvement support, Strategic Planning and Alignment support, Facilitation and Data Analytic Support, Business Process Improvement and Reengineering support and Organizational Assessment and Transformation Support).
