Job Description:
OBAN Corporation is seeking HR Specialist II to join its Federal customer. Responsible for managing the day-to-day operations of the Human Resource Office. Responsibilities include functional areas such as departmental development, Human Resource Information Systems (HRIS), employee relations, training and development, benefits, compensation, organizational development, and recruitment and employment.
- Provide comprehensive HR support, guidance, and consultation to agency personnel and management.
- Interpret and apply federal HR laws, regulations, policies, and procedures in various HR functions.
- Manage the full employee lifecycle, including recruitment, onboarding, performance management, and separation processes.
- Collaborate with hiring managers to develop job announcements, evaluate candidate qualifications, and conduct interviews.
- Coordinate with stakeholders to ensure compliance with veterans' preference, special hiring authorities, and equal employment opportunity requirements.
- Administer and analyze assessment tools, interviews, and evaluations to determine candidate qualifications.
- Oversee the employee onboarding process, ensuring a smooth transition for new hires.
- Manage employee performance management processes, including goal setting, performance appraisals, and development plans.
- Provide guidance on employee relations matters, including conflict resolution, disciplinary actions, and workplace accommodations.
- Assist in developing and delivering HR training programs to staff and management.
- Maintain accurate and up-to-date personnel records and documentation.
- Generate HR reports, data analysis, and metrics to support decision-making.
- Stay current with changes in federal HR regulations, policies, and best practices.
- Collaborate with HR leadership to identify opportunities for process improvement and innovation.
Qualifications:
- Bachelor’s degree in human resources, business administration, public administration, or a related field (or equivalent experience).
- Must have a minimum of five (5) years in aFederal agency environment.
- Strong knowledge of federal HR laws and regulations.
- Experience working in federal HR, personnel management, or related roles.
- Excellent interpersonal, communication, and relationship-building skills.
- Ability to navigate complex situations and provide effective solutions.
- Proficiency in using HRIS (Human Resources Information Systems) and other relevant software.
- Analytical thinking and attention to detail in personnel management and documentation.
- Strong organizational skills with the ability to manage multiple tasks and priorities.
- Ethical and professional conduct with a commitment to confidentiality and integrity.
- Must be proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).
Required Qualifications:
- Must be able to obtain and maintain the required government security check.
- U.S. Citizen.
