Job Description
The Environmental Air Compliance Specialist will lead and manage indirect reports to facilitate matters concerning environmental air compliance. They must be able to write well-organized compliance-related documentation for submission to outside regulatory agencies as well as internal communication.
This position is responsible for interfacing with external agency personnel in compliance inspections and response to agency questions and requests for information.
This position must foster the trust and respect of plant personnel to drive ownership of environmental requirements and accountability for performance and continuous improvement.
This position reports directly to the Environmental Manager and provides backup to the Environmental Manager on administrative activities. This position regularly interacts with peer professionals in other plant departments including Directors and Area Business Teams.
DUTIES / RESPONSIBILITIES
Ø Advisor to key stakeholders and leadership on regulatory environmental air compliance by solving unique problems that have a broad impact on the business; significantly influencing the design and improvement of the environmental management systems and accountable for the technical Clean Air Act aspects and tasks.
Ø Serve as a subject matter expert with an in-depth expertise in Clean Air Act permitting and compliance matters including the design, implementation, and maintenance of air permitting and compliance programs in accordance with company standards, regulatory requirements, and facility goals and metrics.
Ø Serve as an environmental leader at the facility by applying their broad knowledge and experience in non-air environmental regulatory disciplines within the environmental department.
Ø Contribute to the development of Clean Air Act permitting and compliance strategies.
Ø Operate with broad latitude in a complex environment with minimal direction and accountable for delivering results to ensure environment compliance and foster a culture of compliance.
Ø Responsible for timely implementation of corrective actions as required to achieve, maintain, or improve regulatory compliance as required by law.
Ø Serve as primary contact with government environmental agencies to ensure compliance with regulations and negotiate favorable environmental permits and outcomes.
Ø Prepare OPEX/CAPEX project recommendations while maintaining budget accountability for the Environmental Department.
Ø Engage with and support legal counsel regarding enforcement actions such as NOVs, consent orders and/or regulatory oversight agency information requests.
Ø Interface with other Technical Disciplines to review plant projects and plant change activities to support planning, execution and that environmental compliance obligations are part of the project planning.
Ø Provide indirect supervision and guidance to the Air Compliance Group and co-ops as assigned, to ensure programs are effective from an environmental, operational, and budgetary standpoint.
Ø Set clear standards, roles and responsibilities, and expectations for indirect reports.
Ø Maintain processes and programs to ensure air compliance as required by state and federal law.
Ø Develops, tracks, and actively monitors environmental metrics to proactively improve performance.
Ø Collaborates with site leadership to develop site environmental goals, targets, and milestones.
Ø Compiles and/or ensures environmental compliance and deviation reports are prepared and submitted on time and true accurate and complete.
Ø Track, maintain and report on Greenhouse Gas emissions from the plant and possible future capital projects, and collaborate with Environmental, Sustainability and Governance (ESG) program to ensure tracking and achieving climate change ESG Goals.
Ø Develop air permitting strategies and be accountable for preparing air permitting applications by directing consultants, coordinating with various stakeholders, including the corporate environmental and legal teams, and draft compliance policies and procedures to ensure the site maintains compliance with environmental requirements.
Ø Oversee data collection and analysis and provide recommendations.
Ø Acts as a role model for all company values.
QUALIFICATIONS / REQUIREMENTS
v Bachelor's degree in Chemical, Environmental, or related Science/Engineering discipline.
v Knowledge of complex petrochemical operations.
v Ten years of direct experience in the HSE field with a focus on Clean Air Act matters and at least 5 years in refining or chemical manufacturing.
v Prior supervisory experience desired.
v Attention to detail and the ability to adhere to deadlines.
v Excellent organizational and planning skills.
v Professional certification preferred.
v Seasoned and professional experience with advance skills in Clean Air Act matters such as New Source Review Permitting, Title V Permit development and reporting, Leak Detection and Repair (LDAR) and NESHAP implementation, including BWON and QQQ programs.
v Detailed knowledge of other non-air Federal and State environmental regulations which may affect the plant.
v Experience working with Federal, and State regulatory agencies on air permitting and enforcement compliance issues is required.
v Experience with Title V Air Permit requirements.
v Experience using process information data systems and laboratory information data systems.
v Good computer skills and proficiency in Microsoft Office Suite (Outlook, Excel, Word)
v Experience with developing and implementing Environmental Management Systems.
v Experience with SAP or other business enterprise software.
v Strong communication skills, both written and verbal. Ability to communicate effectively with all levels of the organization.
v Possess leadership, interpersonal, and presentation skills.
