Job description

The Richland-Stryker Generation project comprises two peaking power plants. The Richland Peaking Plant, situated in Defiance, OH, features a robust power generation infrastructure with six units powered by natural gas as the primary fuel and distillate fuel oil (DFO) as a secondary option, collectively generating an impressive 450MW. The Stryker Peaking Plant in Stryker, OH, operates a single unit exclusively firing with distillate fuel oil, contributing 19MW to the energy landscape.

Opportunity Summary

We are seeking an individual with a passion for upholding compliance and environmental excellence in a power plant/regulatory setting. The primary responsibilities of this position revolve around implementing and sustaining Environmental Compliance activities, while also providing NERC support to plant management. As part of its duties, this role oversees regulatory compliance across two facilities, underscoring the significance of maintaining high standards in both compliance and environmental practices within the power plant/regulatory environment.

Here's a look at some of the things you'll be doing within each focus area:

Environmental and Compliance

  • Coordinate, oversee, and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, and site permits, as well as regulatory requirements.
  • Continuous emissions monitoring system (CEMS) reporting – in accordance with Title V permit requirements enforceable by OH EPA and U.S. EPA, responsible for compiling monthly, quarterly, semi-annual, and annual reports. This involves monitoring, record-keeping, interpreting data, and submitting reports on time.
  • Contribute substantially to the development of key facility-specific environmental plans. Ensure that all plans are developed in accordance with applicable regulatory or other requirements.
  • Provide ongoing administration for these plans. Track and complete all obligations embedded within the plans, regardless of individual responsibility, in a timely manner. Effectively manage required or prudent plan updates to completion.
  • The comprehensive plans encompass various aspects, addressing environmental concerns and ensuring operational preparedness. These include the stormwater pollution prevention plan (SPPP), spill prevention, control, and countermeasures (SPCC) plan, emergency episode standby plan, fugitive greenhouse gas monitoring plan operations and maintenance plans, and the waste management plan.
  • Provide support to the owner for interfacing with local environmental regulators, including preparing for and coordinating inspections, responding to information requests, supporting strategies for and negotiations of permit modifications and renewals, and preparing routine compliance reports and communications.
  • Maintain various facets of the company’s environmental management system (EMS), including but not limited to the EHS filing system, the obligations tracking system (OTS), and X Files (OSHA & regulatory-mandated training records).
  • Ensure that plant NERC Reliability procedures and policies are kept up to date with requirements.

Safety

Safety is a core value of NAES. In this position, you will have a direct role in ensuring that all work is performed in a safe manner and in continuing compliance with established procedures and OSHA regulations. This includes:

  • Facilitate and administer the employee and contractor safety programs.
  • Provide safety training topics to employees in daily meetings, conduct regular site safety meetings, and lead safety training for site contractors and visitors.
  • Conduct routine site walk-downs to perform housekeeping inspections, identify potential hazards, and conduct one-on-one contact sessions with workers to discuss safety issues.
  • Maintain safety data sheets (SDSs).
  • Respond to incidents, including but not limited to injuries, incidents, and near misses. Write a report explaining what happened, identify the cause, recommend corrective action, and follow up as necessary to ensure that corrective measures are implemented.

Working Relationships

The Environmental Compliance Specialist reports to the Plant Manager and maintains a close working relationship with NAES corporate Environmental Support Services and Safety groups as well as Client corporate contacts.

Physical Requirements and Working Conditions

Power plant environment. Physical requirements include standing on feet for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.

Work Schedule

Regular work schedule Monday to Friday during regular dayshift hours. Position will require extended working hours and varied shifts at times with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.

Compensation

The initial compensation will range from $90,000 to $120,000.

Job Qualifications

  • Associate degree or equivalent technical training knowledge and experience are desired.
  • Experience in Environmental Compliance for operating facilities is preferred, with a preference for candidates with experience in a power plant or power-related industry. This background helps in understanding plant operations, allowing for proactive identification of opportunities to reduce environmental and safety risks and costs.
  • Preferably, candidates should have multi-media Environmental Compliance and safety experience.
  • A general knowledge of power plant operations is desired, including understanding the interrelationship of environmental impacts and compliance with operation and maintenance functions.
  • General knowledge of major environmental legislation involving air, water, hazardous materials, and waste management, with expertise in at least one specialized area at the regulatory requirement level.
  • Experience using continuous emissions monitoring (CEMS) software is desired.
  • Strong writing and analytical skills are essential. The ability to present facts, conclusions, and recommendations in written communications, both in formal and informal formats.
  • Excellent oral communication skills are crucial. The candidate will be a key point of contact for meetings with regulators during compliance visits and must be able to deliver training material in a manner easily understood by participants.
  • Excellent interpersonal skills and a track record of building consensus among internal and external parties.
  • Ability to perform and manage multiple varied tasks in an industrial environment and to promptly identify and analyze potentially complex compliance risks.
  • Must possess and maintain a valid driver's license at all times.
