Summary/Objective
Designs, develops and implements computer systems for complex, sophisticated business applications.
Essential Job Duties
- Design, develop, and test data management systems and applications with development through an Enterprise GIS System.
- Write original computer code, knowledge of SQL and Python desired.
- Provide end-user technical training and consultation.
- Create graphical user interfaces for entry, quality control and manipulation of data in new and existing databases.
- Data modeling/visualization, query building, view/function/procedure programming abilities.
- Troubleshoot hardware and software problems.
- Draft proposals to secure funding for scientific and data management projects.

Education and Experience
- Bachelor's Degree in Computer Science, Information Systems, or related field.
- Three (3) years of experience in information systems.
- Experience in Python, SQL, SQLServer, .NET/c#, JavaScript, SAS, R, and JSON.
Knowledge, Skills and Abilities
- Ability to communicate effectively both orally and in writing.
- Knowledge to analyze office procedures.
- Knowledge to design and write programs for data management systems.
- Knowledge to analyze, interpret and solve complicated problems.
- Knowledge to prepare and analyze flow charts and documentation for large complex projects.
- Ability to establish and maintain an effective working relationship with Department employees and the general public.
Work Environment
- Work is performed in a standard office environment.
Physical Abilities
- Remain in a stationary position 70% of the time.
- Move about grounds, both inside and outside of buildings.
- Constantly operate a computer and other office productivity machinery.
- Frequently communicate and exchange accurate information.
- Clarity of vision at 20 inches or less and 20 feet or more.
- Three-dimensional vision- ability to judge distance and space relationships.
- Regularly lift up to 5 pounds, correctly lift up to 50 pounds.
- Regular attendance is a necessary and essential function.

Exemption Status/Special Notes
This position has been determined to be Exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
