ORGANIZATION:

Montgomery Municipal Cable (MMC) is a local government access station within Montgomery County, Maryland. Representing 16 municipalities throughout the County, the channel was designed to help promote community awareness of municipal government through informative programming of municipal events, educational programs, and interviews with elected officials and public servants.

 

JOB SUMMARY:

The Digital & Social Media Specialist/Producer performs intermediate technical, creative, and administrative work to support MMC’s marketing, communication, and customer service strategies across all digital and Social Media platforms; does related work as required.
An employee in this classification is responsible for creating, maintaining and updating content on MMC’s Social Media platforms. From content creation to implementation and reporting, as well as developing and creating content for MMC electronic communications and website. The employee works collaboratively with MMC members to engage and grow the Social Media following and brand engagement across Social Media platforms including, but not limited to Facebook, X, Instagram, YouTube, and LinkedIn. They work in accordance with established organizational guidelines, with some latitude for independent judgment and initiative as to details and execution.  This position works closely with MMC staff and the Connect Montgomery Alliance to align established goals and initiatives. Work is reviewed and measured based on observation and evaluation of results achieved, written and verbal communications, and performance evaluations.

Supervision Received: Work is performed under the regular supervision of the Station Manager and/or the Production Manager.

Supervision Exercised: None.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Essential and other important responsibilities and duties may include, but are not limited to the following:

  • Day-to-day management of MMC’s social networks, posting and boosting (Facebook, X, Instagram, LinkedIn, etc.)
  • Monitors Social Media accounts of MMC as well as other local municipalities, politicians, and news sources and integrates and reposts information as defined by MMC’s Social Media policy.
  • Monitors, captures, and analyzes appropriate Social Media data, insights, and best practices and acts on information.
  • Develops and executes Social Media strategies and opportunities for engagement and outreach.
  • Research competitive landscapes and digital and Social Media trends and makes recommendations for the use of new software, participation in emerging platforms, and potential for target audience engagement.
  • Assist in the ongoing development of Social Media policies and guidelines.
  • Assist with paid media strategies on social platforms.
  • Creates, writes, and produces multi-media content for various outlets including MMC’s website.
  • Coordinates with producers and hosts in obtaining future guests and scheduling recordings.
  • Performs related tasks as required.      

MINIMUM QUALIFICATIONS:

Any combination of education, training and/or experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Graduation from an accredited college or university with Associate's Degree in Communications, Marketing, Public Relations, or a closely related field.
  • Minimum of one (1) year of responsible professional experience in content creation and Social Media marketing or related field.
  • Three years or more of relevant professional work experience may substitute for the educational requirement.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles, procedures, and strategies of Social Media and digital communications in a public sector environment.
  • Knowledge of Social Media platforms including, but not limited to, Facebook, X, Instagram, LinkedIn and YouTube.
  • Knowledge of crafting digital and Social Media content.
  • Basic knowledge of HTML preferred but not required.
  • Ability to use WordPress to create blog posts and update MMC’s website.
  • Knowledge of proper English usage, grammar, punctuation, spelling, and vocabulary.
  • Ability to demonstrate strong writing and editing skills.
  • Ability to quickly develop a working knowledge of the organization, its operations, services, and functions.
  • Ability to work quickly and efficiently, with a high degree of accuracy and attention to detail, under tight deadlines.
  • Ability to effectively manage multiple tasks and projects simultaneously, prioritize workload, and shift priorities when customer needs change.
  • Ability to work independently with minimal guidance and to work with supervisor and coworkers using teamwork approaches.
  • Ability to understand and execute oral and written instructions, policies, and procedures.
  • Ability to communicate clearly, concisely, and effectively both orally and in writing.
  • Ability to demonstrate professional work habits including reliability, dependability, punctuality, adaptability, and enthusiasm for the job.
  • Ability to fulfill all duties with ethical conduct, integrity, individual initiative, creative problem solving, and responsive service.
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Ability to interact professionally and cooperatively while establishing and maintaining effective working relationships with coworkers, supervisors, public officials, media representatives, members of the business community, and all those encountered in the course of work.
  • Knowledge and understanding of the Spanish language preferred.

PHYSICAL DEMANDS:

  • While performing the duties of this position, prolonged sitting and/or standing is required.
  • The employee must occasionally lift, carry, and/or move objects and/or materials weighing up to 20 pounds in the performance of daily office activities.
  • Vocal communication is required both in person and by telephone.

WORK ENVIRONMENT:

This job is performed in a dynamic environment that requires one to be sensitive to change and responsive to changing goals, priorities, and needs.

Work Hours:

  • Maximum of 27 hours per week based on operational needs; a core work schedule will be developed upon hire.
