THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR - 87TH (Title 5), Position Description Number T0070000and is part of the AR ARNG JOINT FORCE HQ AR, National Guard. This position is located at the 87thQualifications: GENERAL EXPERIENCE:
Work involves supervising or performing work required to manage or direct one or more programs, including appropriate supporting social science service organizations.
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to applicants meeting the basic requirements in the individual occupational requirements, use the Office of Personnel Management Group Coverage Qualification Standard for Professional and Scientific Positions experience and education table to determine qualifying for positions at higher grade levels (generally grade GS-7 and above).
For research positions, use the Office of Personnel Management Group Coverage Qualification Standard for Professional and Scientific Positions experience and education table and the combination of Graduate Education and Professional Experience, as applicable.
SPECIALIZED EXPERIENCE:
Use the Office of Personnel Management Group Coverage Qualification Standard for Professional and Scientific Positions Specialized Experience time requirements of 1 year equivalent to at least next lower grade level. This specialized experience time requirement applies to both one- and two-grade interval work.
GS-12 and above - 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown in the table for Professional and Scientific Positions.
Education: DUTIES CONTINUED:
Delivers and communicates training, policy updates, and program changes for first responders. Serves as focal point for ongoing secondary prevention education and training for all Wing/Unit personnel, leadership, and all deploying personnel. Works in concert with the Sexual Violence, Domestic Abuse, and Sexual Harassment Primary Prevention Subject Matter Experts for secondary prevention activities related to sexual violence, domestic abuse, sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm. Collaborates with State SAPR PM, subsidiary Wing SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month.
3. Builds and maintains a response and victim support system which addresses a wide variety of issues and problems. Partners with the JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary Wing SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Cultivates partnerships with civilian resources such as Veterans Affairs, Sexual Assault Nurse Examiner, local law enforcement, community mental health, medical, and crisis centers, and state coalitions. May work directly with The Adjutants General, Assistant to The Adjutants General, State Staff Judge Advocate and Public Affairs Officer to maintain victim support as requested by the State SAPR PM. Guarantees 24/7 response capability and victim advocacy by D-SAACP credentialed personnel. Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs. Confirms that victims are supported and have continuity of care regardless of administrative and/or legal action. Oversees the plan and secures resources for the immediate safety and physical needs of the victim. Publicizes and advertises the local and state SAPR 24/7 response line(s), the DOD Safe Helpline information, and reporting procedures for SEXUAL ASSAULTs. Performs warm handoffs to other agencies as needed/requested/required. Assures availability of information on the full range of military and community services available. Ensures that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. Works with the appropriate agencies to keep the victim reasonably informed if prosecution is on-going while coordinating with servicing legal office. Continuously communicates and updates command and the engaged victim care providers of case status, victim's well-being, and barriers to support resources availability. Coordinates continuity of care for transferring and/or separating victims. Collaborates with military and civilian law enforcement and criminal investigative units, Office of Complex Investigations (OCI), and Criminal Investigations Division (CID) to confirm that protocol and procedures for 24-hour victim advocate response, investigative interviews, safety planning, and establishment/modification of safety measures are in place. Coordinates and maintains Memorandums of Understanding (MOU) with appropriate authorities and community resources to promote a desirable standard of care for personnel and route to State SAPR PM for awareness. Maintains up-to-date subject information and references to the various assistance organizations and publishes additional resources to Wing personnel.
4. Serves as the CDR consultant on SEXUAL ASSAULT PREVENTION, response concerns, and trends and representative involving all SEXUAL ASSAULT issues on committees, working groups, conferences, and community meetings which may include being a liaison with the community SEXUAL ASSAULT response team (SART). Has direct and unimpeded access to the CDR for the purposes of these responsibilities. IAW NGB SAPR Division Instructions informs and presents the CDR and State SAPR PM with the health of the force data by identifying issues, status of program, areas needing improvement, case management, climate, and other appropriate information. Serves as an alternate member on the Commander's Ready and Resilient Council (CR2C) or other equivalent council as requested. Attends and participates in the Regional SAPR Advisory Committee (SAPRAC). Provides the CDR with victim information and/or concerns, status of victim care, and any assistance needed. Attends and participates in the monthly State Case Management Group (CMG) meeting with the victim's immediate Commander to brief active cases. May serve as an alternate co-chair as requested. Participates in the quarterly State (CMG) meeting. Attends meetings, forums, briefs, etc. requested by Wing CDR and equips Wing CDR with most current program information using the health of the force data slides and other vetted resources.
