The Federal Reserve Bank of Cleveland is 1 of 12 Federal Reserve Banks that, along with the Board of Governors in Washington DC, make up the Federal Reserve System. Established by Congress in 1913, the Federal Reserve System is the nation’s central bank.

The Federal Reserve Bank of Cleveland (Bank) serves the Fourth Federal Reserve District (Fourth District), which comprises Ohio, western Pennsylvania, eastern Kentucky, and the northern panhandle of West Virginia. The Bank’s mission is to foster the stability, integrity, and efficiency of the nation’s monetary, financial, and payments systems to promote optimal economic performance within the Fourth District and across the country.

The Bank’s wide-ranging responsibilities include actively working with the government, financial industry, and community to conduct economic research and gather perspectives from our region to inform national conversations about monetary policy; ensure our banking system is safe, accessible, and secure; help maintain a reliable payments system, including adequate supply of cash and support of digital payments; and ensure that all people in our District have opportunities to build a bright economic future. Our success depends on actively connecting with the people and communities we serve.

The Role

The Bank is looking for a General Counsel with proven executive leadership skills who will work collaboratively with the Bank’s president, first Vice President, and board of directors to provide legal, ethics, and compliance leadership to the Bank. The General Counsel also manages the Office of the Corporate Secretary. In addition, the General Counsel is a member of the executive leadership team, which is responsible for setting the strategic direction and driving strategic initiatives for the Federal Reserve Bank of Cleveland as a whole. The candidate for this position must have a proven record of leading a professional legal team and delivering desired results. The candidate must also be capable of inspiring, supporting, and developing diverse teams and must be agile and effective at supporting an organization that operates in a highly dynamic environment while maintaining the highest standards of excellence. The General Counsel must collaborate with peers and stakeholders across the Federal Reserve System.

The General Counsel will ensure that their teams, and the practices of the Bank, sustain and enhance the Bank’s reputation as a trusted public and financial institution. The General Counsel will establish effective relationships with external partners and internal stakeholders at all levels in the Bank, across the Federal Reserve System, with the Board of Governors of Federal Reserve System, and with the Cleveland Federal Reserve Board of Directors.

Key Responsibilities

  • Be the senior legal advisor, providing legal counsel and guidance, as well as broad-based expertise and strategic advice to the president, first Vice President, senior officers, and other Bank employees.

  • Collaborate with other members of the Bank’s executive leadership team to establish the strategic priorities and policies of the Bank, consistent with the Federal Reserve System’s mission. Demonstrate decisiveness and dynamic leadership to help the executive leadership team efficiently reach conclusions.

  • Represent the Bank at the System level, with the Board of Governors, with outside agencies as needed, and throughout the District.

  • Oversee performance of the Legal Department and lead the strategic planning and policy development activities for the Legal Department (and other functional areas that may be assigned).

  • Manage all legal services that are provided by the Bank’s in-house attorneys and to the Bank by outside counsel.

  • Be a visible thought leader and voice at the Bank, throughout the District, and across the Federal Reserve System to further advance the mission of the Bank.

  • Engage business leaders at the Bank and across the Federal Reserve System to identify initiatives and business opportunities for which the Legal Department and Bank can add value or lend expertise and influence outcomes.

  • Provide comprehensive management to the Legal Department and other employees, including coaching and development to expand their capabilities and ensure management succession within the Bank and the Federal Reserve System.

  • This position is based in Cleveland, Ohio. A relocation package will be offered. The position requires local and out-of-state travel as business needs dictate.

  • Has the ability to influence leaders and stakeholders at the highest levels of the Bank and across the Federal Reserve System, through exceptional relationship management, judgment, and communication.

  • Possesses exceptional legal skills, including critical analysis of key legal issues and the ability to develop legal strategy and objectives, draft sophisticated position papers, and oversee contract strategy and management.

  • Has a strong business acumen and a proven ability to evaluate the costs, risks, and benefits associated with alternative actions before making decisions and effectively lead the implementation of new approaches in an evolving risk environment.

  • Has a record of successful leadership, a commitment to operational excellence, and a history of execution and delivery that achieves exemplary results.

  • Has a record of creating a diverse and inclusive culture and practices that improve diversity within direct teams and across an organization. Proven ability to positively coach, lead, and develop others to achieve their professional best.

  • Possesses strong collaboration skills and an interest in ensuring strong cross-functional and enterprise-wide relationships, with an ability to partner effectively with others in the pursuit of common goals.

  • Shows executive presence, judgment, and skill when communicating and supports effective discussion and decision-making among boards, policymakers, and others. Has strong and effective interpersonal, diplomacy, writing, presentation, and analytical skills.

  • Is deeply committed to mission-driven public service.?

Education and Experience

  • Juris doctor degree from an ABA-accredited law school and required licensing to practice law in Ohio or another state with a commitment to become licensed in Ohio within one year of hire.

  • US citizen or resident alien who is a protected individual under IRCA and intending to become a citizen (as defined by the Federal Reserve Board of Governors).

  • Fifteen or more years of progressively responsible legal experience in banking, financial services, or other relevant industry, including at least 10 years of management experience and at least 5 years of experience as in-house counsel or comparable experience advising clients.

  • Experience advising clients on corporate governance, finance, banking, regulatory administration, and labor and employment law matters.

  • Understanding of the Bank’s and Federal Reserve System’s role in the banking, payments, and regulatory environment, and strong knowledge of legal complexities gained via the responsibility for legal teams, awareness of evolving legal issues, and engagement with key stakeholders.

  • Proven experience working and leading in a highly complex and matrixed organization.
