Senior Program Analyst OTT (Office of Technology Transfer) (A Program Manger experienced in federal government is needed).

This is a hybrid work position, both remote and on-site (See Reporting Center)

Note: This is not an IT, Cyber Security, or Project Manager position. An experienced Program Manager is needed.

Position Overview:

The Office of Technology Transitions (OTT) has an opening for a Senior Program Analyst. The OTT is authorized by the United States government to be responsible for developing and overseeing Technology Transfer delivery, in support of Department of Energy’s (DOE) strategic vision and goals, for technology commercialization and engagement with the business and industrial sectors across the United States.

 

As a member of the OTT Team, the Senior Program Analystis an experienced Program Manager with experience working for the federal government responsible for providing a full range of support services to the United States Department of Energy (DOE) and the OTT Strategic Programs portfolio (Technology Transfer).

The candidate has the following four key qualifications:

· Relevant experience working in some aspect of energy and energy initiatives.

· Commercialization (Technology Transfer) experience, preferably relevant to DOE national labs

· Program Management experience within the Federal Government

· Experience and education in the field of STEM.

The ideal candidate for this position should have Technology Transfer experience within federal agencies, or comparable experience as a government contractor. Must have experience working with research labs, energy technologies, or incubator and the ability to use experience in transfer technology and research labs towards technology development. Someone with education and/or experience in the physical sciences, preferably some demonstrated interest in energy, collaborating across an agency in gathering goals and requirements for a solicitation, evaluating bids, monitoring performance of awardees, and experience shepherding a program through the government process.

Day -to-day activities The Sr. Program Analyst overview:

On a day-to-day basis the candidate will talk to energy offices working on different energy initiatives simultaneously, understanding the specific needs in transitioning the technologies of the different offices these labs are developing into the market. Finding ways to allocate funds to the various offices based on agency priorities and internal politics, helping to write the solicitation, tracking it as it goes through the various administrative steps to get to market. Also, helping to manage the review of bids, tracking money allocation, tracking spending and performance against goals over the life of the contracts. The person selected must have ability to talk to energy engineers and be able to understand what they are describing well enough to help them summarize what they are doing in a PowerPoint slide for executives and other stakeholders. Responsible for working directly with the Office of Technology Transitions (OTT) in support of DOE commercialization projects.

Primary Responsibilities:

  • Provide basic project and program management support in tracking project and program status, financial matters, analyzing and tracking project costs, budgets, schedules, and deliverables.
  • Responsible for researching relevant policies, providing review and support of the annual work package planning and execution process, to ensure consistency and timely integration into project models.
  • Be heavily involved in coordinating, integrating, and monitoring programmatic baseline and funding changes throughout the Fiscal Year(s).
  • Use experience in transfer technology and research labs to technology development.
  • Assist OTT leadership in maintaining project calendars; assist OTT federal staff in the planning, coordination, implementation, and tracking of programmatic activities, including Energy I-Corps, Energy I-Corps Satellite Program, FedTech, Small Business Innovation Research (SBIR) activities, the Energy Program for Innovation Clusters and other Lab call and extramural funding programs, as needed.
  • Serve as screener of proposals received by OTT and ensure that Lab project applicationsubmissions are complete and meet eligibility requirements for consideration by the OTT federal team.
  • Assist DOE managers and employees in resolving issues related to financial processes and transactions in various DOE business systems and subsystems; assessing and making recommendations relative to local and site- specific reporting needs; analyzing problems and reconciling data entries to ensure accuracy; and communicating with DOE-HQ to resolve issues that cannot be resolved locally.
  • Support a wide variety of activities and associated information management tasks through appropriate OTT systems, procedures, and processes.
  • Assist in preparing reports and other written materials that support OTT’s mission and initiatives.
  • Contribute to briefings, develop drafts of internal and external speeches, presentations, reports, and perform associated notetaking, editing and graphics work for internal purposes.
  • Conduct research and provide technical input and analysis to written materials as needed to advance OTT objectives.
  • Tasks also include planning for and coordination of OTT events and products; proactively support stakeholder meetings by gathering intelligence information and research; support broader stakeholder communities; work as needed with OTT team members, lab personnel, and assisting relevant OTT federal PMs with related projects and reports.
  • The unique ability to follow the DOE standard processes, while taking the initiative to drive success.

Position Requirements:

  • A bachelor’s degree in science, Technology, Engineering, or Mathematics (STEM) from an accredited college or university.
  • Proven ability to perform top quality project management.
  • United States Citizen
  • Experience in transfer technology
  • Experience working with/support of research laboratories.
  • Ability to follow DOE processes and strategic management.
  • Demonstrated experience in multiple technologies.
  • Willingness to learn other skills and technologies as required.
  • Proven customer relationship skills including excellent written and strong verbal communication skills.
  • High level of comfort with multitasking and rapidly shifting priorities.
  • Strong management and organizational skills.
  • Proficient working knowledge of Microsoft Office Suite, with mastery of PowerPoint and Excel.
  • Excellent writing skills and ability Microsoft Word skills for documents and PowerPoint presentations for federal review as well as utilize Excel to track proposals, review data, and perform analysis for federal use.

Desired Skills:

· Experience working in a DOE /DHS S&T environment is preferred.

· Related commercialization experience (coursework, incubator, etc.) is helpful.

· Relevant coursework in technology management, technology forecasting/assessment.

· Possess a Project Management Professional (PMP) Certification.

REPORTING CENTER:

The duties of this position require the Candidate to report to the DOE Forrestal Building in Washington DC or a designated DOE Reporting Center during their daily work schedule. The reporting location will be defined at the time the position is filled. Unless otherwise stated, the default DOE Reporting Center is the DOE Forrestal Building in Washington DC. Occasional or regularly scheduled telework may be available for this position as workload or other conditions allow and will be negotiated at the time of appointment. These teleworking agreements, if accepted by both parties, are intended to be flexible and may change during the term of this appointment. Initial teleworking agreements are not guaranteed to remain unchanged and workload or other conditions may require the candidate to report full time to the designated DOE Reporting Center.
