ASRC Federal is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Senior Program Financial Analyst to support a NASA contract in Hampton, Virginia. This is a 32 hour per week position.
Responsibilities
• Provide resource planning, budgeting, control, analyses, documentation and reporting for the Space Technology and Exploration Directorate (STED).
• Support analysis of multiple project guidelines for labor, procurement, travel, and resource allocations.
• Create and monitor phasing plans through analysis of year of execution project schedule, historical data and expected funding trends. Ensure resource allocations are consistent with project requirements and constraints. Prepare reports and Planning, Programming, Budgeting and Execution (PPBE) submissions for management review.
• Perform and report variance analysis of commits/obligations/costs comparing planned execution for accuracy and alignment with phasing plan estimates. Establish, track, and maintain spreadsheets to reconcile budget allocations against planned expenditures and provide feedback for management review and evaluation. Develop budget forecasts and year end projections.
• Collect and compile data for annual budget projections and justifications and provide reports for management/program office review. Execute funding distributions received from Head Quarters and/or other centers to maintain budgetary requirements and meet funding needs.
• Communicate effectively with leadership and other center points of contacts to clarify requirements and ensure understanding of funding guidelines and expectations.
• Assess project budget to ensure funds availability and assignment. Forecast and advise management of potential funding issues/options. Prepare and present project reporting of financial status. Maintain and update multiple financial systems to ensure budget/guideline accuracy and alignment with Office of the Chief Financial Officer directives.
Requirements
• Experience with SAP- Core Financial, BOB J Analysis - SAP Business Warehouse, Excel and Microsoft Office Suite
• Strong interpersonal, written and oral communication skills and have the ability to work successfully with all levels of technical and project management
• A strong ability to make sound decisions quickly utilizing analysis, experience, and judgment.
• Ability to work independently as well as with a team in a fast-paced environment
• Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA LaRC. Extensive background investigation will be performed as a requirement of the job
• Candidate must be willing to work onsite as requested by the customer in Hampton, VA at a minimum of one day a week
• Occasional travel may be required.
Education and Experience
• A bachelor's degree in a related field and 5+ years of relevant experience; 8+ years of relevant experience in lieu of a degree
• Government contracting and/or NASA experience desired
