Position Summary
Performs technical and professional planning work. Provides a high level of service to apply relevant codes and policies, while also balancing the interests of the customer and the priorities of the City.
Essential Functions and Responsibilities
  • Research, analyze and prepare planning reports and supporting data, and make recommendations for proposed land use applications and ordinance amendments.
  • Review for compliance with established plans and ordinances and applicable local, state, and federal regulations and solicit input from appropriate staff, schedule hearings and actions, and present to Planning Commission and City Council as needed.
  • Prepare and provide technical and professional advice; assemble background material and present.
  • Manage and review complex development applications for compliance with City Code, Comprehensive Plan, policies, procedures, and state and federal regulations.
  • Coordinate review and solicit input from other city departments.
  • Conduct neighborhood meetings, prepare, and draft development agreements, staff reports, resolutions, and ordinances, and make recommendations and present to Planning Commission, Parks and Natural Resources Commission, and City Council as needed.
  • Communicate development process to applicants, conduct site inspections, and monitor project for conformance with approved plans.
  • Coordinate and conduct Development Review Committee meetings.
  • Assist city staff in the enforcement of local ordinances and in the interpretation of City codes.
  • Coordinate implementation of record retention requirements and maintain appropriate planning files, records, and documents.
  • Conduct research on city records as needed.
  • Represent the city at local, metropolitan, state agency and planning meetings as needed.
  • Prepares reports for various agencies.
  • Review permit applications for compliance with zoning regulations and other regional, state, and federal regulations.
  • Prepare graphics for a variety of reports, plans, publications, and meetings. Maintain and update planning related webpages.
  • Prepare and update planning related GIS maps and assist with updates to the city's GIS, and similar mapping applications.
  • Administer the city's floodplain management program.
  • Keep informed of trends and developments in the field of municipal planning.
  • Attend meetings and serve on committees as needed.
  • Provide information and customer assistance regarding planning and zoning, land use applications, property records, and zoning issues.

Minimum Qualifications
  • Four year's experience in planning or community development and enforcement of municipal or county zoning codes.
  • Bachelor's Degree from an accredited college or university in urban planning, architecture, geography or a related field; or any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the work.
  • Possession of or ability to obtain a Minnesota Driver's License.

Supplemental Information
Compensation Range: $40.37 - $50.46 hourly
Hiring Range: $40.37 - $46.46 hourly
