This position will have oversight over the Northeast Regional and Long Distance services.

 

This position can be located in Long Island City, Albany, Philadelphia or Boston.

 

SUMMARY OF DUTIES:

The Sr Director Mechanical Operations has overall responsibility and oversight, within a transportation region, for the activities, processes and results emanating from various inspection, servicing and repair functions designed to enhance equipment reliability that will positively and continuously impact customer satisfaction. This role will also collaborate with the transportation leaders of the region in the achievement of joint business objectives and priorities.  

 

ESSENTIAL FUNCTIONS:  

  • Oversees and directs from conceptual design to project implementation and close-out, the planning, development, integration, estimating, scheduling, and management of resources required to accomplish all aspects of short and long-range inspection and mechanical service activities within scope, schedule, and budget. 
  • Directs inspection and mechanical service activities with internal constituencies such as Transportation Operations and Rolling Stock Engineering and local commuter, regional, and state organizations as appropriate. 
  • Maintains strict oversight of maintenance alerts, FRA and FDA regulatory requirements, supplier maintenance instructions, and SMPs. 
  • Oversees the development and implementation of inspection and mechanical service related safety plans and programs designed to reduce injuries and change behaviors.  
  • Develops and implements inspection and mechanical service best practices and procedures.  
  • Develops and implements inspection and mechanical servicing quality assurance and control procedures.  
  • Oversees planning, integration, inter-departmental and agency coordination, and implementation of inspection and mechanical service programs and practices across disciplines to determine performance levels, marketplace competitiveness, and annual maintenance and capital and reimbursable budget utilization. 
  • Provides leadership, guidance, and direction to cross-functional teams to ensure proper management and control of inspection and mechanical service project schedules, financials, and resources. 
  • Oversees the development and implementation of goals and objectives required to safely and efficiently complete inspection and mechanical service programs and projects within scope, schedule, and budget.  
  • Responsible for assigned business process (es) within the Mechanical Department and develops the applicable plan, establishes KPI’s while ensuring adequate resources are assigned. Position is accountable for consistent work activities relating to the process and sharing of best practices.  
  • Strong leadership and decision-making skills. 
  • Strong organizational and problem-solving skills 
  • Excellent oral and written communication skills in combination to administer effective presentations. 
  • Ability to effectively facilitate change including development of innovative approaches designed to address chronic issues and concerns while garnering support and acceptance of the change effort. 
  • Demonstrated knowledge of hospitality or travel industry operations
  • Demonstrated knowledge of railway engineering regulatory requirements (i.e. AAR, AREMA, FTA, FDA, and FRA). 
  • Demonstrated knowledge and experience related to safety program methodology and its application. 
  • Demonstrated process management experience

 

MINIMUM QUALIFICATIONS:  

  • Bachelors Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  •  Experience with railway and rail transit rolling stock to include extensive servicing, repair and maintenance program experience. 
  • Extensive leadership experience.  
  • Demonstrated experience in project and inventory management; technical supervision; quality control; planning, organizing, and scheduling for procedural and operational methods. 
  • Demonstrated experience in budget and financial control; contract management.  
  • Demonstrated experience working with a unionized labor enviornment.

 

PREFERRED QUALIFICATIONS:  

  • Masters Degree in Engineering or a related field. 
  • 13 or more years of relevant experience preferred
  • Significant knowledge of railway and rail transit rolling stock. 
  • Significant knowledge of hospitality or travel industry operations. 
  • Significant knowledge of domestic and international railway engineering regulatory requirements.  

 

WORK ENVIRONMENT:

Physical Demands: 

  • Constantly or frequently uses a computer keyboard, monitor and mouse to perform a variety of tasks. 
  • Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).  
  • Will be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during the course of investigations.  
  • Will be in the field working around maintenance facilities and rail yards during investigations and remediation implementation. 
  • Will be working around, under, and in various types of passenger cars and locomotives. 

 

Mental Demands: 

  • Constantly communicates, comprehends, and responds to verbal statements and instructions, both orally and inwriting. 
  • Frequently acquires new knowledge, skills, and tasks, both complex and simple, in order to maintain effectiveness imposition. 
  • Frequently resolves problems with conflicting priorities in cognitively demanding situations.  
  • Frequently reads and analyzes hard copy and or computer screen material and writes reports as appropriate.  
  • Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work. 

 

Working Conditions: 

  • Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis. 
  • Constantly works in a fast-paced, time sensitive environment with frequently changing priorities. 
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data. 
  • Frequently works inside a climate-controlled environment but may occasionally work outdoors and be subject to adverse weather conditions and fumes or airborne particles. 
  • Frequently handles multiple projects simultaneously.  
  • Frequently or occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).  
  • Ability to travel 10-40% (based on location).  

 

COMMUNICATIONS AND INTERPERSONAL SKILLS: 

Must have excellent oral and written communication skills. 

 

The salary/hourly range is $206,200-$267,192. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
