Position Summary:

 

The Senior Director of Human Resources oversees the full scope of all Human Resources (HR) functions from both a strategic and tactical level. The position advises team members in the areas of organizational structure, employment, compensation, employee database maintenance, benefits administration, employee relations, orientation/training/development, and policy/procedure development.

 

 

Position Responsibilities:

 

In a manner consistent with supporting The Arc NCR Mission Statement the Senior Director of Human Resources shall do the following:

 

Quality Supports

 

  • Promotes the mission and values of the agency through actions and communications to both internal and external stakeholders.
  • Recommends and creates employee relations practices and policies necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • Develop and implement a comprehensive talent management strategy that aligns with the agency?s business and longer-term strategic goals, by ensuring the agency retains high-performing and high-potential talent through effective management, training & development, mentoring, and coaching.
  • Leads the implementation of the performance management system that includes employee development plans (EDPs) and employee development programs.
  • Provides guidance to managers and supervisors on the agency's progressive discipline system and oversees the implementation of performance improvement processes for non-performing employees.
  • Develops, mentors and drives recruitment strategy, in partnership with the other Program Directors, which encompasses all aspects of attracting, onboarding, developing, and retaining top talent.
  • Works with the Human Resources Manager and HR Recruiter/Generalists to establish the standard of recruiting and hiring practices & procedures necessary to recruit and hire a superior workforce.
  • Leads organizational planning encompassing agency structure assessment, job design, and personnel forecasting, evaluating, recommending changes, and collaborating with executive management to establish a robust management succession plan aligned with the agency's strategy and objectives.
  • Enhance the in-house employee training and development system for employees and supervisors including workshops, online trainings, and standardized reports in order to develop talent and strengthen the values and mission of the organization.
  • Develops positive and collaborative partnership with senior management to provide them with customer driven HR services, products, and management advice.
  • Fosters a positive culture and cohesive work environment that stresses equal employment opportunity, fairness, and consistency in the treatment of employees, and effective dispute resolution.
  • Partners with management to communicate HR policies, procedures, programs, and laws.
  • Manages employee communication and feedback through such avenues as agency meetings, suggestion programs, employee satisfaction surveys, employee focus groups, one-on-one meetings, and Intranet use.
  • Conducts annual and on-going review with the CEO and Chief of Staff to assess business needs and establishes HR strategy/action plans that protect the interests of employees and the agency in accordance with agency Human Resources policies and governmental laws and regulations.
  • Leads agency compliance with all existing governmental and labor legal and government reporting requirements including any related to the Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA), and so forth. Maintains minimal agency exposure to lawsuits.
  • Directs the preparation of information requested or required for compliance with laws and approves all information submitted. Serves as the primary contact with the agency employment law attorney and outside government agencies.
  • Assists in the implementation of agency safety and health programs. Monitors the tracking of OSHA-required data.
  • Undertake other duties as assigned, including special projects and cross-program development.

Financial Excellence

 

  • Assists with the development of and monitors the spending of the corporate training budget.
  • Ensure compliance with applicable laws and regulations governing employment practices, affirmative action, wage and hour, and employee health and safety; and oversee and manage department budget utilizing agency resources effectively and efficiently.
  • Works with the Finance department to obtain cost effective, employee serving benefits; monitors national benefits environment for options and cost savings.
  • Leads the ongoing development of benefit programs to include recommending changes, trainings, and additional benefit programs aimed at employee satisfaction and retention.
  • Establishes the agency wage and salary structure, pay policies, and oversees the variable pay systems within the agency including bonuses and raises.
  • Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
  • Monitors all pay practices and systems for effectiveness and cost containment.
  • Leads participation in benchmarking salary surveys, as needed.

Education, Training and Experience:

 

  • Bachelor?s Degree in Human Resources, Organizational Development or Business Administration required; Master?s Degree preferred.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP required.
  • Eight to ten (8-10) years of experience in Human Resources; Three to five (3-5) years in a Senior/Leadership Human Resources position.
  • Fluent in Microsoft Office Suite (Word, PowerPoint, Excel, and Outlook)

Physical Demands

 

While performing the duties of this position, the employee will be expected to successfully operate certain office equipment but not limited to: desktop PC, laptop computer, printers, scanners, and copiers. An employee in this position must be able to lift and transport recruitment materials up to 20 pounds.

An employee in this position will be required to maintain records related to the position. They will be required to have sufficient mobility to attend meetings inside and outside the office; they will be required to have sufficient fine motor skills to use a keyboard and telephone, handle, manipulate and retrieve documents pertinent to the position. This employee is required to hear (with or without hearing devices), speak (with or without associated devices), and see (with or without corrective lenses).

 

 

Additional Requirements

 

  • Access to reliable transportation
  • Active valid driver?s license and driving record that has no more than two (2) points.
  • Maintenance of all required trainings under DDA guidelines and The Arc Northern Chesapeake Region policies and procedures.
  • Flexibility of scheduling to meet agency and program needs.
