Who We Are:

The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over$885M and2,162budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, INFORMATION TECHNOLOGY, environmental, administrative, purchasing, and contracting, ISD is the County's trusted partner and provider of choice.

The Opportunity:

We are looking for a proven leader that is able to balance multiple projects while transforming Information Technology strategies into goals and objectives to fill our vacancy for Section Manager, IT, ISD in our Information Technology Division. The Section Manager, IT, ISD leads, plans, organizes, communicates, analyzes, and manages resources to achieve results.

Essential Job Functions

What you will perform:

Manages an INFORMATION TECHNOLOGY section of the Internal Services Department.

Manages leads, supervisors, and technical staff.

Implements the department’s strategies, policies, priorities, standards, procedures, and practices.

Collaborates with various stakeholders on INFORMATION TECHNOLOGY issues.

Coordinates the departmental COOP (Continuity of Operations Planning), disaster recovery planning, and systems security.

Analyzes and makes improvements to complex departmental business needs.

Manages the implementation of various INFORMATION TECHNOLOGY projects.

Manages the section’s operational budget.

Requirements

Requirements to Qualify

Two years of experience, within the last three years, at the level of Principal Application Developer* , Senior Telecommunications Systems Engineer**, or higher, in the field of Information Technology.

License:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Expectations:

Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Special Requirement Information:

*Principal Application Developer is defined as p erforming highly specialized and complex information systems analysis and programming tasks and acts as technical expert for development or maintenance of one or more major systems.

**Senior Telecommunications Systems Engineer is defined as d esigning large and complex telecommunications systems, such as microwave, radio, telephone, voice, video, wireless, and security systems, and data communications.

This examination will consist of two (2) parts:

Part I: An Evaluation of Training and Experience assessing:

  • Experience performing activities for an INFORMATION TECHNOLOGY operation

  • Experience implementing INFORMATION TECHNOLOGY projects as a project manager or project lead

  • Experience supervising or leading staff engaged in INFORMATION TECHNOLOGY work

  • Experience with the contracting process

  • Experience with budget tasks

Part II:M ultiple-choice and/or simulation assessments measuring:

Applicants must meet the Requirements and achieve a combined passing score of 70% or higher on Parts I and II in order to be placed on the Eligible List/Register.

MULTIPLE-CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Eligibility Information:

The names of candidates receiving a passing score in the assessment will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible Register do not guarantee an offer of employment.

The resulting Eligible List for this examination will be used to fill vacancies in the Internal Services Department, Information Technology Service located at 9150 E. Imperial Highway, Downey, CA 90242.
