Job Description

The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration is seeking a Compliance Analyst to ensure accurate and timely application processing of Form G-1 (Gas Well Back Pressure Test, Completion or Recompletion Report, and Log), Form W-2 (Oil Well Potential Test, Completion or Recompletion Report), Form W-3 (Plugging Record), and other forms related to the oil and gas well completion process. Performs entry-level compliance analysis work. Work involves assisting in examining, evaluating, and monitoring records, programs, policies, and/or documents to ensure conformity with laws and regulations; and in conducting analysis activities. Works under close supervision, with minimal latitude for the use of initiative and independent judgment.

Essential Job Duties

  • Performs routine compliance reviews that are primarily small or medium in scale to determine compliance with laws, rules, and regulations.
  • Compiles, reviews, and analyzes data to verify documentation.
  • Maintains and updates data in an internal data tracking system.
  • Assists with identifying compliance issues with regulations or standards.
  • May assist in developing policies, procedures and rules.
  • Reviews and processes regulatory filings with the Commission related to completion of oil & gas wells.
  • Corresponds with clients by telephone, e-mail, and in-person regarding preparation and transmittal of regulatory documents.
  • Daily routine requires the physical ability to stoop, reach low and high, push and pull heavy file drawers and/or cart.
  • Performs related work as assigned.

Qualifications


Minimum Qualifications

  • Experience in research, compliance analysis or monitoring, legal analysis, and/or auditing work.
  • Graduation from an accredited four-year college or university major course work in a field relevant to the assignment is generally preferred.
  • Education and experience may be substituted for a year to year basis.

Preferred Qualifications

Familiarity with the Oil and Gas Division regulatory forms and filing procedures.

  • General knowledge of Oil and Gas documents, procedures, and division functions.
  • Working knowledge of Oil and Gas rules and regulations.
  • General knowledge of GIS systems.

Knowledge, Skills, and Abilities

  • Knowledge of general office procedures;
  • Skill in conducting data searches and evaluating large amounts of data;
  • Skill in customer service;
  • Skill in preparing concise and accurate reports and recommendations;
  • Skill in using Microsoft Office and other Windows-based PC software applications;
  • Skill in working on tasks requiring meticulous attention to detail and maintaining a high level of accuracy;
  • Ability to identify problems, evaluate alternatives, and implement effective solutions;
  • Ability to maintain effective working relationships;
  • Ability to communicate effectively;
  • Ability to retrieve and analyze information from multiple computer databases;
  • Ability to learn, interpret, and apply oil and gas rules and procedures;
  • Ability to accurately file, sort, organize, and distribute documents and retrieve files;
  • Ability to work independently and on a team;
  • Ability to operate general office equipment;
  • Ability to lift, carry, and move up to 20 pounds.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
