You will serve as a RESEARCH BEHAVIORAL HEALTH SCIENTIST in the HEALTH AND BEHAVIORAL SCIENCES DEPARTMENT of NAVHLTHRSCHCEN SDIEGO.
Salary Range GS-13 $117,776 - $153,113 / GS-14 $139,176 - $180,931

FOR GS-14 In addition to the meeting the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Utilizing behavioral and/or social science to develop and evaluate interventions designed to the enhance individuals, (e.g., service members'), psychological and BEHAVIORAL HEALTH and operational performance;
  • Communicating technical information orally and in writing to scientific and nonscientific audiences to prepare, perform and/or complete multiple required tasks, (i.e., preparing manuscripts, reports, briefings, and presentations; so that they can successfully compete for research funding; and so that they can facilitates utilization and implementation of departmental research results through high-level briefings, reports, manuscripts, and presentations presented to operational and scientific org);
  • Using regulations, procedures, policies, and practices regulating the protection of human subjects in research studies to plan, design, develop and execute ethical research projects that protect the rights of research participants while developing and evaluating interventions to enhance BEHAVIORAL HEALTH and performance in operational environments;
  • Defining operational problems that can be addressed through psychological and BEHAVIORAL HEALTH research, (i.e., reviewing/assessing empirical literature- developing research protocols; collecting /analyzing data to meet project goals; evaluating the feasibility of potential solutions; and identifying practical applications for research results, etc..);
  • Preparing manuscripts, reports, briefings, and presentations on topics in the area of military public health to compete for research funding; AND
  • Training and overseeing research staff in conducting research on public health, (e.g., military public health).

  • Planning and carrying out clinical trials that may require modification of existing procedures in multiple concurrent and/or sequential phases w/coordination of both internal and external collaborators;
  • Solving complex problems often requiring unconventional or novel approaches and sophisticated research techniques in a series of conceptually related programmed research efforts, and to provide guidance for other scientists who are also engaged in complex, long-term projects; AND
  • Defining operational problems that can be addressed through BEHAVIORAL HEALTH research, (e. g., reviewing and assesses relevant empirical literature; developing detailed research protocols; collecting and analyzing data to meet project goals; evaluates the feasibility of potential solutions; and identifies practical applications for research results).

HIGHLY DESIRED: A senior scientist and principal investigator, the incumbent defines operational problems that can be addressed through BEHAVIORAL HEALTH research; reviews and assesses relevant empirical literature; developing detailed research protocols; collecting and analyzing
data to meet project goals; evaluates the feasibility of potential solutions; and identifies practical applications for research results.
Other activities include financial and technical management of projects; project planning; engaging sponsors and customers; establishing and maintaining collaborations with outside agencies; obtaining necessary agreements and approvals; training and overseeing research staff; preparing of manuscripts, reports, briefings, and presentations; and guiding projects to meaningful conclusion. The incumbent shall aggressively pursue funding of research programs.
The incumbent develops short- and long-term plans to ensure that all research conducted within their program will address important and timely issues affecting the health and readiness of service members.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Must have a proven and verifiable track record of conducting BEHAVIORAL HEALTH research with a military population.
An incumbent must possess an advanced educational degree in Behavior Health Science and a proven scientific track record of conducting community based and operational environment-based research. Incumbent must understand the research environment, such as but not limited to an advanced knowledge of writing and gaining approval of human use research studies, understanding, and maintaining privacy of human subjects, collecting, and analyzing collected data and providing high levels briefings to senior officiasl. Incumbent must have the knowledge/experience to successfully conduct BEHAVIORAL HEALTH research immediately as an independent principal investigator at the Naval Health Research Center.

Education: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
