General Description
The Regulatory Compliance and Planning Manager is responsible for leading a diverse group of technical personnel who provide direct support the National Aeronautics and Space Administration (NASA) Environmental Assurance Branch (EAB) and Environmental Management Branch (EMB) by working with the NASA KSC contractor and commercial space community to ensure Regulatory Compliance with all aspects of federal, state and local KSC environmental requirements and provide regulatory planning and management support through the preparation and review of NEPA documentation and management of the local ecosystem through a well-established ecological monitoring program. These activities are performed to maintain responsible stewardship of the natural environment while ensuring the Agency's mission success of securing U.S. presence in space to support a sustainable risk tolerance posture while maintaining public trust. This position requires very strong organizational and management skills and the ability to coordinate a variety resource to ensure the timely submittal of high-quality, complex, regulatory reports and deliverables. The ideal candidate will routinely partner with stakeholders to propose innovative permitting strategies to reduce or minimize compliance burdens on NASA-KSC organizations and contractors.
How You Will Fulfill Your Mission
- Provide daily oversight, management, and supervision of technical subject matter experts (SMEs) who provide direct support to the NASA customer and work with the KSC contractor community to ensure compliance with a variety of environmental requirements related to air quality, water quality, registered storage tanks, Spill Prevention, Countermeasures and Control (SPCC) regulations, hazardous/controlled waste, and wetlands/natural resources.
- Provide daily oversight, management, and supervision of technical staff who assist all KSC stakeholders with understanding and follow National Environmental Policy Act (NEPA) regulations, Executive Orders, Programmatic and Site-Specific Biological Opinions (BOs) and NASA policies to ensure activities at KSC have minimal adverse impacts on local and regional natural resources.
- Collaborate with the Chief Scientist to help lead, manage, and facilitate the activities of intermediate and senior level scientists who conduct field surveys and studies to collect and manage data for qualitative and quantitative reporting, and statistical analyses to make informed decisions related to current and future risks associated with species of concern, climate adaptation, and land management needs in order to maintain a healthy ecosystem.
- Facilitate resources and personnel to assist the government in the preparation of permit renewal applications including participation in any pre-application meetings as needed. This includes ensuring all technical and/or operational-specific information is obtained from the KSC contractor community for permit preparation or Requests for Additional Information (RAIs) generated from the regulatory review.
- Work with SMEs and the KSC contractor community to address issues or concerns with any existing or new operations subject to specific permits or regulatory programs. This may include facilitating and coordinating the appropriate resources, or directly participating in, walk-downs of site operations as necessary to gain a better understating of equipment and/or processes involved.

Specific Knowledge/Certification Requirements
Minimum Qualifications
- Bachelor’s Degree in Environmental Engineering, Environmental Science, or a related field
- Minimum 5years of relevant work experience primarily in Environmental Compliance with additional experience with NEPA and Ecological monitoring, with a minimum of 3 years of direct management experience, preferably at a federal facility and/or within the aerospace industry.
- Experience with Federal, State and Local regulations related to air quality, water quality, registered storage tanks, Spill Prevention, Countermeasures and Control (SPCC) regulations, hazardous/controlled waste, and wetlands/natural resources.
- Experience with Federal and State requirements defined in the NEPA regulations, Executive Orders, Programmatic and Site-Specific Biological Opinions (BOs) and NASA policies.
- Familiar with supporting Wildlife and Fisheries projects or similar ecological work and be familiar with data collection and analyses of data for Florida wildlife or species of concern.
Preferred Qualifications
- Registered Environmental Manager (REM) through the National Registry of Environmental Professionals (NREP) a plus, but not required.
- Professional Engineer (PE) or Professional Geologist (PG) considered but not required.
