Buckeye Partners is currently seeking a Specialist, Regulatory Compliance with a strong understanding in Regulatory Compliance related to pipeline operations and maintenance procedures to join our growing team!

 

Role Summary:

The Specialist, Regulatory Compliance role is responsible for administering the field Regulatory Compliance program and presents and explains its status to Federal and State regulatory agencies.

 

Essential Duties & Responsibilities include:

  • Record Management. Maintaining required Federal, State and Company records (Operation and Maintenance Safety Inspection, Navigable Waterways inspections, Air Patrol Reports and Mutual Aid Groups, Public Awareness, etc.).
  • Regulatory Compliance. Assisting with Regulatory Compliance audits performed by Federal, State and local agencies and assisting in the preparation of responses to inquiries regarding compliance issues.
  • Regulatory Agency Activities. Reviewing regulatory activities of the DOT, U.S. Coast Guard and State regulatory agencies to determine the possible impact on the Company and developing and recommending changes to Company policies and procedures as needed.
  • Database Management. Maintaining department databases (Training, MSDS, DOT Operator Qualification, Multi-Skill Training and various other databases).
  • Emergency Response. Participating in pipeline emergencies as a member of the Crisis Management Team.
  • Maintenance Reports and Schedules. Preparing and submitting monthly maintenance summaries to customers and maintaining JD Edwards equipment database including inputting preventative maintenance schedules.
  • ISNetworld Administrator. Acting as administrator for ISNetworld, a system to verify vendors/contractors meet Buckeye and Operation Qualification requirements.
  • Permit Submission. Submitting T4, T4-C’s and other related permits for Texas Railroad Commission and Louisiana Department of Natural Resources.
  • Preparation or Documents. Assisting with the preparation of documents related to Texas Railroad Commission and Louisiana Department of Natural Resources (DNR) audits.
  • And other duties as assigned.

 

Position Requirements:

  • High School Diploma or equivalent required.
  • 5+ years related experience required, with an in-depth understanding Regulatory Compliance related to pipeline operations and maintenance procedures.
  • Experience in Incident Commander responsibilities and ability to fill the roles of logistics, planning and regulatory positions required.
  • PC knowledge, including Microsoft Office and computer based drawing programs experience (CAD) required
  • GIS programs experience preferred.

 

Certificates & Licenses:

  • None required

 

Other Skills, Attributes and Abilities:

  • Must have the ability to communicate well with Federal and State regulatory inspectors. Must be able to take a regulation and transfer its applicability into a Company policy and procedure. 
  • Approximately 90% of time is spent in an office environment. The balance is spent traveling to field locations where exposure to adverse conditions and hazardous environment may exist.

 

Physical & Safety Requirements:

  • Requires participation in OSHA Medical Surveillance Program, DOT Drug and Alcohol testing, and certification to wear a respirator.
